Increase health insurance premiums for students in the 2017-2018 school year
Due to the increase in basic salary, the health insurance contribution level for students in the 2017-2018 school year has also been adjusted upward.
According to Vietnam Social Security, up to now, the rate of students participating in health insurance has reached 92.5%, equivalent to about 15.9 million students having health insurance cards, while 7.5% of students have not participated in health insurance.

Entering the 2017-2018 school year, due to the increase in basic salary according to Decree No. 47/2017/ND-CP from July 1, 2017 from 1,210,000 VND to 1,300,000 VND, the health insurance premium for students was also adjusted to increase. However, the difference in the increase that students are responsible for is only 2,835 VND/1 student/1 month.
In the 2017-2018 school year, Vietnam Social Security strives to achieve 100% of students participating in health insurance. Continue to implement flexible health insurance fee collection methods to reduce the amount of contributions from parents at the beginning of the school year, specifically: For newly enrolled students, transfer students, and new first graders, health insurance fees for students will be collected for the remaining months of 2017.
For students who have collected fees according to the fiscal year, the collection will continue at the end of 2017: educational institutions collect the fees for the portion that students are responsible for paying every 6 months or once a year and deposit them into the health insurance fund. Health insurance fees will only be collected once if students wish and voluntarily pay.
Mr. Chu also added that Vietnam Social Security proposed to amend some provisions in legal documents that are not suitable for reality, such as: Children under 6 years old who are transferred to grade 1 and are born on days in the month after September 30 can use their health insurance until the end of the month when they are 72 months old; grade 12 students are issued health insurance cards until September 30 instead of being issued cards until May 31 (end of course).
Timely review, allocate and transfer funds for collecting health insurance premiums for students, determine and transfer primary health care funds to qualified educational institutions according to regulations.
The reason why students still do not participate in health insurance, according to Vietnam Social Security, is because some people have limited awareness of health insurance policies in general and health insurance for students in particular, and are not fully aware of the policy of compulsory health insurance for students; Some educational institutions are not fully aware of their responsibility to direct the implementation of health insurance for students in schools, and have not paid due attention to school health care.
Some universities and colleges only list the amount of health insurance premiums for students in the beginning of the school year's revenues, without doing any propaganda, mobilization, or education on compliance with health insurance laws for students.../.
