Tragedy in poor border village of Nghe An after yellow gas suffocation incident in Quang Nam

(Baonghean.vn) - Today (April 13), the people of Xao Va village, Bao Thang commune (Ky Son) are still in shock after receiving the news that three brothers: Cut Van Son (1982), Cut Van Hieu (also known as Cut Pho Pheng (1989) and Cut Van Nam (also known as Cut Van Ngo (1997) all died of suffocation while mining gold in Quang Nam. When we arrived, the whole family of Mr. Cut Pho Quyen (father of the victims) was covered with a sad and gloomy atmosphere.

Mr. Cut Pho Quyen and his wife, Mrs. Cut Me Quyen, have 8 children (5 boys, 3 girls). In a sob, Mr. Quyen said that after the last Lunar New Year, 4 out of 5 of his sons listened to the invitation of some illegal laborers to go to Quang Nam province to participate in gold mining.

During that time, his children rarely contacted their families. The victim’s parents only knew that their children were “working” gold in Quang Nam, but they did not know the exact address. “Because of extreme poverty, they had to go out to find food. Oh my God! What can we do now…” – Mr. Quyen exclaimed helplessly.

Of the three children who died from suffocation in the gold mine, two, Cut Van Son and Cut Van Hieu, got married and started their own families. Cut Van Son and his wife, Cut Me Hai, had six children. Cut Van Hieu and his wife, Cut Me Pheng, had four children. Cut Pho Quyen's family was among the poorest in this border commune.

It is known that Xao Va village has 74 households with 417 people, most of whom are Khmu ethnic people, the rate of poor and near-poor households accounts for over 85%. Mr. Oc Pho Thang - Chief of Bao Thang Commune Police (Ky Son) said that currently, the whole commune has 36 people in Xao Va village leaving the locality to work illegally with an average age of 15 to 40 years old. In particular, there are also secondary school students leaving the locality to Quang Nam province to participate in illegal gold mining activities or work as porters and coolies in the northern border provinces such as Lang Son and Quang Ninh.

In particular, according to statistics from the People's Committee of Bao Thang commune, from 2014 to present, there have been 6 cases of people working illegally in other provinces having risks and work accidents, of which 5 people died and 1 person was seriously injured.

Previously, as Nghe An Newspaper reported, at 5:30 p.m. on April 12, 2016, at Khe Rom gold mine, Dung village, Thanh My town, Nam Giang district, Quang Nam province, a serious accident occurred, killing 4 people and injuring 1 person. According to surviving witnesses, at that time, there were 7 people entering the gold mine and 6/7 people were from Ky Son (Nghe An). The initial cause of the serious accident was determined by the authorities of Quang Nam province to be suffocation. Currently, the investigation agency is continuing to investigate.

Regarding the suffocation incident in a gold mine that killed four people, including three from Nghe An, on the afternoon of April 13, Chairman of the People's Committee of Quang Nam province Dinh Van Thu directed to clarify the responsibilities of organizations and individuals involved in this serious incident.

Accordingly, Mr. Thu requested the People's Committee of Nam Giang district to be responsible for directing the organization, visiting, and supporting the burial of the families of the deceased and injured. At the same time, it is necessary to inspect all areas with signs of illegal mining, sweep, expel, and destroy mines. At the same time, mobilize maximum means and human resources to ensure the prevention of occupational accidents.

The Chairman of the People's Committee of Quang Nam province also requested the People's Committee of Nam Giang district to clarify the responsibilities of organizations and individuals involved in lax management of the area, failing to promptly detect and handle illegal tunnel digging, leading to serious consequences like the recent one.

In addition, the Chairman of the People's Committee of Quang Nam province requested the Director of the Quang Nam Provincial Police Department to promptly direct functional units to promptly investigate and handle the case according to legal regulations, strengthen the work of grasping and promptly handling basic information. The Department of Natural Resources and Environment of Quang Nam province inspected and reviewed the licensing of mineral exploitation to coordinate with the Department of Labor, Invalids and Social Affairs and localities to strengthen on-site inspections, supervise exploitation, and ensure absolute labor safety.
