Linking public reception with the responsibility of Party Secretary

Recently, the Standing Committee of Nghe An Provincial Party Committee approved the Plan to implement Regulation No. 11-QD/TW dated February 18, 2019 of the Politburo on the responsibility of Party leaders in receiving people, having direct dialogue with people and handling people's feedback and recommendations (Regulation No. 11).

The plan of the Provincial Party Standing Committee stipulates the responsibilities of leaders of Party committees at all levels related to the content of citizen reception; including directly leading and directing the work of citizen reception, handling petitions, resolving citizens' reflections, recommendations, complaints and denunciations; directly conducting periodic citizen reception; promptly having dialogues with citizens when necessary and handling and resolving citizens' reflections, recommendations and complaints according to their authority.

The Party Committee Secretary also leads, directs, inspects, supervises, and urges the heads of lower-level Party Committees, organizations, State agencies, and competent persons to comply with regulations on the above-mentioned tasks.

The head of the Party Committee is also responsible for announcing the time and place of receiving citizens on the agency's website (if any) and at the office or place of receiving citizens so that cadres, Party members and people know how to implement it.

In particular, the plan not only stipulates the responsibilities of Party leaders in receiving citizens, but also emphasizes the work of closely inspecting and supervising the implementation to ensure that the regulations on receiving citizens are effectively put into practice.

Accordingly, periodically every quarter, year or possibly suddenly, the head of the direct Party Committee will work directly with the secretary of the direct lower-level Party Committee and the heads of relevant agencies, organizations and units at the same level on the situation and results of citizen reception work, handling and resolving people's reflections, recommendations, complaints and denunciations.

Periodically every month, quarter, year or suddenly, the district-level Party Secretary must report to the Provincial Party Secretary, the Provincial Party Committee's Internal Affairs Committee, and the Provincial Party Committee's Mass Mobilization Committee on the situation and results of citizen reception work and the handling and resolution of citizens' reflections, recommendations, complaints, and denunciations. The commune-level Party Secretary reports to the secretary, office, and the district-level Party Committee's Mass Mobilization Committee on the above contents.

Will receive people periodically and suddenly

Thus, with the Implementation Plan of Regulation No. 11, at the provincial level, the Provincial Party Secretary will periodically receive citizens at least 1 day a month; regulated on the 5th of every month (if it coincides with a holiday, the next day will be arranged).

In special cases, if the Provincial Party Secretary does not preside over the regular citizen reception session, a Deputy Provincial Party Secretary shall be authorized to preside over the citizen reception session. The participants in the meeting of the Provincial Party Secretary will include heads of Party committees: Internal Affairs, Organization, Inspection, Propaganda, Mass Mobilization, Chief of the Provincial Party Committee Office; heads of departments, officials, and civil servants of the Provincial Party Committee Office and Party building committees. In addition, there will be representatives of the Provincial People's Committee, Head of the Provincial Citizen Reception Committee, Chief Inspector of the province, representatives of the Provincial Police, etc.

In case a member who is a head of an agency or unit cannot participate due to urgent reasons, he/she must send a deputy to replace him/her but must report to the Provincial Party Secretary or the person assigned to preside.

According to Regulation No. 11, the heads of provincial and district Party Committees receive people at least once a month. The heads of commune Party Committees receive people at least twice a month.

The head of the Party Committee shall receive citizens suddenly when there is a prominent, complicated, prolonged incident involving many people, involving the responsibilities of many agencies, organizations, units, or when the opinions of agencies, organizations, and units are still different, or the incident may cause serious consequences, affecting political security, order, and social safety.

In particular, according to the Regulations on receiving citizens by the Provincial Party Secretary and handling petitions, recommendations, complaints and denunciations sent by citizens to the Provincial Party Committee, the work of receiving citizens and receiving, studying, proposing and handling petitions and complaints of citizens must be timely and implemented in accordance with the Party's regulations and the State's laws.

At the district level (equivalent) and grassroots level, the Standing Committee of the Provincial Party Committee stipulates: Time, location, and participants in citizen reception are decided by the Party Committee Secretary on the basis of ensuring requirements according to Regulation No. 11-QD/TW and the Law on Citizen Reception as well as the content of the Plan of the Standing Committee of the Provincial Party Committee.

For example, in Con Cuong, comrade Nguyen Dinh Hung - Secretary of the District Party Committee said that the District Party Committee Secretary will receive people on the 20th of every month, and the commune-level Party Committee Secretary will receive people on the 5th and 25th of every month.

Regarding this content, at the recent meeting of the Provincial Party Committee Standing Committee, Provincial Party Secretary Nguyen Dac Vinh assigned the Provincial Party Committee's Internal Affairs Committee to provide guidance for the district and commune levels to develop implementation plans. In addition, every 6 months, dialogue conferences are being held between the Party Committee Secretary - Chairman of the People's Council - Chairman of the People's Committee at the commune level with the people.

However, based on Regulation No. 11, the commune-level Party Secretary has met with people twice a month, so the dialogue conference held every 6 months will be amended in the direction of assigning the Vietnam Fatherland Front Committee to organize meetings for commune leaders to report on the socio-economic situation to people's representatives.

Nghe An is one of the first localities in the country to promptly issue and implement a plan for receiving citizens by leaders of Party committees at all levels. The content of the plan is well prepared.

Reception of citizens is a meaningful activity and plays an important role, contributing to effectively implementing the Party's policies and the State's laws; promoting people's mastery; and strengthening the work of handling complaints and denunciations right from the grassroots level.

Through the activities of the Party Committee leaders to receive people, the special relationship between the Party and the people will be further strengthened. In particular, in Nghe An, the proactive and prompt action of the Provincial Party Committee Standing Committee to implement Regulation No. 11 has strongly demonstrated the spirit of turning to the grassroots, being close to the people, and solving the people's work.
