Create strong, specific mechanisms and policies for the socio-economic development of Nghe An province.
(Baonghean.vn) - The Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province will be submitted to the 15th National Assembly for consideration and approval at the 7th session, following the procedure of a single session and a simplified process.
ADHERING TO 4 GUIDING PRINCIPLES
To maximize the implementation of Resolution 39-NQ/TW of the Politburo dated July 18, 2023, on the development of Nghe An province until 2030, with a vision to 2045, one of the very important contents is the issuance of a National Assembly Resolution on special and superior mechanisms and policies for the province. Provincial Party Secretary Thai Thanh Quy has repeatedly affirmed that focusing on coordinating and advising on the issuance of special and superior mechanisms and policies for the province in accordance with the spirit of Resolution 39-NQ/TW of the Politburo is one of the key priorities for 2024.
Given this nature, in recent times, Nghe An province, with the focus on the Task Force headed by the Provincial Party Secretary, has concentrated on closely coordinating with relevant ministries and agencies of the Government and agencies of the National Assembly to develop the draft Resolution with a very urgent pace and ensuring quality.

On April 3rd, Deputy Prime Minister Tran Hong Ha signed Government Resolution No. 39/NQ-CP proposing the drafting of a National Assembly Resolution on piloting some specific mechanisms and policies for the development of Nghe An province. Accordingly, the Government unanimously approved the proposal to draft a National Assembly Resolution on piloting some specific mechanisms and policies for the development of Nghe An province; and simultaneously assigned the Minister of Justice, acting on behalf of the Prime Minister, to sign the Government's submission to the Standing Committee of the National Assembly requesting the inclusion of the National Assembly Resolution on piloting some specific mechanisms and policies for the development of Nghe An province into the National Assembly's legislative and ordinance drafting program for 2024; and to submit to the National Assembly for decision on the drafting and promulgation of the Resolution using the simplified procedure at the 7th Session of the 15th National Assembly (May 2024) according to the process of consideration and approval in a single session.
Based on the consensus reached at the 32nd session on April 19, 2024, the Standing Committee of the National Assembly issued Resolution No. 45/2024/UBTVQH15 adjusting the 2024 legislative and ordinance drafting program; in which, it was agreed to add a Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province to the program, to be submitted to the National Assembly for comments and approval at the 7th session (May 2024) according to the procedure at one session and the simplified process.

After reviewing the draft Resolution, it can be said that its content closely adheres to four guiding principles. These are: specific mechanisms and policies for the development of Nghe An province ensuring compliance with the provisions of the 2013 Constitution; adherence to the goals and development orientations of Nghe An province as outlined in Resolution No. 39-NQ/TW of the Politburo; ensuring constitutionality, legality, consistency, and synchronization with the current legal system and compatibility with international treaties to which Vietnam is a signatory; and conformity with international practices and feasibility.
The proposal of specific mechanisms and policies for the development of Nghe An province is based on sound theoretical, practical, scientific, and legal foundations, as well as the province's actual situation, aiming to attract and effectively utilize resources from all economic sectors for development, especially the development of socio-economic infrastructure and areas, sectors, and economic fields that still face many difficulties but have potential and advantages, truly creating a breakthrough for the province's development.
On the other hand, it is proposed that some specific mechanisms and policies for the development of Nghe An province, under the authority of the National Assembly, differ from current legal regulations or are not specifically stipulated in current legal regulations; ensure consistency with other provinces and cities nationwide that have separate resolutions of the Politburo; strengthen decentralization and delegation of power, increase autonomy and responsibility of the Nghe An provincial government; as well as ensure the inspection and supervision tasks of the National Assembly, the Government, and the People's Councils at all levels of Nghe An province.

Policies must be correct, accurate, and feasible.
Through numerous consultations with experts, managers, and scientists, particularly the Party Caucus of the National Assembly, ministries, government agencies, and the drafting committee, the editorial team for the draft Resolution reached a consensus on 19 policies belonging to 4 groups of areas to be submitted to the National Assembly for consideration and approval. These include 5 policies on financial and budgetary management; 7 policies on investment management; 2 policies on urban management and forest resources; and 5 policies on organizational structure and staffing.
During a recent working session with the Standing Committee of the Nghe An Provincial Party Committee, the National Assembly Party Committee emphasized that one of the important requirements is that policies must be easy to implement and feasible.
The practical experience of implementing Resolution No. 26-NQ/TW dated July 30, 2013, of the Politburo on the direction and tasks for the development of Nghe An province until 2020 in the previous period shows that if Nghe An does not have specific mechanisms and policies, the province cannot make breakthroughs for rapid and sustainable development, and it will be very difficult to implement and achieve the goals set forth in the Politburo's Resolution.

In 2021, the National Assembly issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province, which came into effect in 2022 and has initially proven effective. However, these mechanisms and policies are not yet sufficient to achieve the development goals of Nghe An province in the new context, especially to successfully implement the goals and tasks set forth by the Politburo in Resolution No. 39-NQ/TW.
Therefore, in order to create favorable conditions for Nghe An to fulfill the socio-economic development tasks assigned in Resolution No. 39-NQ/TW of the Politburo, the issuance of a National Assembly Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province is necessary. This aims to provide direction and create momentum to help the province develop in a manner worthy of its position and potential during the period of accelerating the industrialization and modernization of the country.

The vigorous and coordinated efforts over the past period between Nghe An province, the Government, and the National Assembly's agencies to prepare the draft Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province, to be submitted to the National Assembly at the upcoming 7th session, will soon institutionalize the content of Resolution No. 39-NQ/TW of the Politburo; at the same time, it clearly demonstrates the spirit and responsibility of Nghe An in particular and the whole country in general in quickly putting the Resolution into practice as directed by General Secretary Nguyen Phu Trong at the Politburo meeting to give opinions on the report summarizing the implementation of Resolution No. 26-NQ/TW, dated July 30, 2013, of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020, held on May 25, 2023. That is, the locality must strive more decisively, be the main force, the internal strength, the one who must implement, and not rely on the Central Government; However, the responsibilities of central agencies are also very important; they cannot be completely delegated to local authorities.
