Create a financial mechanism for the two universities to collaborate.

On the morning of August 17th, Deputy Prime Minister Nguyen Thien Nhan held a working session with the Ministries of Education and Training, Finance, Planning and Investment, Science and Technology, Foreign Affairs, and the Government Office to hear and give opinions on the financial mechanism for the Vietnamese-German University (VGU) and the Hanoi University of Science and Technology (USTH).

During the meeting, Deputy Prime Minister Nguyen Thien Nhan gave his opinions on salary mechanisms, tuition fees, marketing plans, development programs, and training ordering mechanisms.

The Deputy Prime Minister agreed to instruct the Ministry of Education and Training to send a document to the Ministry of Science and Technology allowing the two universities to act as direct focal points, responsible for science and technology activities with the Ministry of Science and Technology.

Deputy Prime Minister Nguyen Thien Nhan stated, "With the systematic investment from the Vietnamese-German and Vietnamese-French governments, and with many attractive training programs and excellent foreign lecturers, consideration could be given to allowing the two universities to charge tuition fees up to 5,000 USD/year. This would enable the universities to be financially independent and attract students."

On the afternoon of August 19th, the Government Office will continue its working session with the Ministry of Planning and Investment, the Ministry of Education and Training, the Ministry of Finance, and two universities to finalize and concretize some of the requirements of Deputy Prime Minister Nguyen Thien Nhan in order to accelerate the activities of the two units before the 2013-2014 school year.
