For the past two years, due to the impact of the Covid-19 epidemic, the lives of many non-public teachers have been difficult. I myself am a teacher at a private kindergarten, so during the outbreak, our school had to close for a long time, from August 2021 to April 2022. As a result, for a long time, our income and economy were affected, and there were months without salary, with only partial support from the school. My family, my children are still young, so I had to stay at home, without the conditions to work part-time. Many of my colleagues have just graduated, their houses are far away, so during that time they had to return to their hometowns because they did not have money to pay for rent and daily expenses. Many teachers had to switch to online sales or do many other jobs outside their fields. After nearly a year of closing due to the epidemic, we really need economic and policy support, and that will be the motivation for us to stick with and be dedicated to our profession. Therefore, when we heard the Government issue Decision No. 24/2022/QD-TTg dated November 29, 2022 to support managers, teachers, and staff in non-public preschool and primary education institutions facing difficulties due to the Covid-19 pandemic, we were really happy and looked forward to receiving support soon according to regulations.

In the recent past, due to the impact of the Covid-19 epidemic, the education sector has been severely affected. In particular, non-public education has encountered numerous difficulties from policies to staff, teachers and employees. In that context, the Government's issuance of Decision No. 24 on support policies for managers, teachers and employees in non-public preschool and primary education institutions is a very happy and timely thing to share the difficulties.for cadres, teachers and employees. We also hope that, from the Prime Minister's Decision, the authorities will try to improve and have timely instructions so that cadres, teachers and non-public employees can access that support source to reduce difficulties.

I also see that Decision 24 was issued on November 29, 2022 and the deadline is December 31, 2022, in a very short time. Therefore, I hope that the authorities will soon issue instructions and especially direct units to access this support package soon.

The policy of supporting non-public kindergartens and primary schools according to Decision 24 of the Government is very encouraging. At this time, although life has returned to normal, the support and care of the state is still very necessary and will help teachers have more funds to support their lives.

Currently, the school is directing relevant departments to urgently complete the records for the school's primary school teachers according to the prescribed instructions. At the same time, we are also reviewing the specific number for each subject. Through the implementation process, I found that the records were quite easy to prepare. However, with an inter-level school like ours, which has both primary school teachers and secondary and high school teachers, we hope to have other policies so that all teachers can enjoy the benefits so that "no one is left behind".

We are very happy that after the issuance of Decision 68, there is now Decision 24 on supporting staff and teachers of kindergartens and primary schools.Non-public schools are facing difficulties due to the impact of the Covid-19 epidemic. In Vinh city, there are currently more than 40 non-public kindergartens, more than 100 independent nursery groups with more than 1,700 teachers. In addition, there are a number of non-public inter-level schools with primary school teachers. Previously, under Decision 68, more than 900 teachers were supported and now, with the implementation of Decision 24, many other teachers will have the opportunity to receive the support. We believe that this is a humane policy, meeting the aspirations of workers to solve the difficulties they are facing. This also helps teachers feel secure in their work and educational activities will be implemented safely.

According to Decision 24, the completion time is quite short, so right after the Decision was issued, the Department proactively guided the units to complete the legal procedures according to regulations. However, with a large number of subjects and many changes in the team, if there was more time, completing the procedures would be easier and the beneficiaries would be expanded./.
