Building consensus on awareness in supporting ethnic minority and mountainous regions.

(Baonghean.vn) -On the afternoon of March 13th, continuing its work program, the Standing Committee of the National Assembly conducted an interpellation session with the Minister and Chairman of the Government's Committee for Ethnic Minorities Affairs regarding a number of programs and policies for ethnic minority and mountainous regions.

Comrade Nguyen Sinh Hung - Member of the Political Bureau, Chairman of the National Assembly, and the Vice Chairmen of the National Assembly presided over the session.The Nghệ An delegation's meeting was chaired by Comrade Phạm Văn Hà – Deputy Head of the Provincial National Assembly Delegation and Chief Justice of the Provincial People's Court, along with representatives from several provincial departments and agencies.

Deputy Head of the Provincial National Assembly Delegation Pham Van Ha presided over the meeting at the Nghe An location.

During the interpellation session, through questions from National Assembly deputies and from the provinces, Minister and Chairman of the Government's Committee for Ethnic Minorities Affairs, Giàng Seo Phử, responded, affirming that the central government's policies and guidelines for ethnic minority and mountainous regions have had a significant impact on infrastructure, improving production levels, developing the economy, increasing income, and enhancing the material and spiritual lives of the people, contributing to the elimination of backward customs, and ensuring national defense and border security.

However, due to the country's difficult economic conditions, resources allocated to this region are limited and insufficient to meet the needs for implementing current programs and policies. The solution to create a breakthrough for this region, as well as the resources to continue implementing effective programs and policies, entirely depends on the National Assembly's decision. Furthermore, it is necessary to assign responsibility to the Chairmen of the People's Committees of the provinces to integrate and coordinate programs, policies, and resources more effectively. During the questioning session, the Minister also answered several questions related to the low effectiveness of Program 135; the training and vocational education program and job creation for ethnic minorities; the issue of housing and production land for ethnic minorities in mountainous areas; and the Minister's role in advising and managing state affairs regarding programs and policies related to ethnic minority and mountainous regions.

Overview of the online conference

Regarding migration, according to the Minister, migration among ethnic minorities in border areas occurs in several provinces, mainly to areas with fertile land and abundant forest resources. The people have not yet paid attention to complying with land laws and protecting forests. The challenge in resolving this situation is to accurately assess the situation and identify the right solutions. This includes comprehensive investment in these areas to help ethnic minorities stabilize their lives, combat spontaneous and uncontrolled migration, and provide more timely support. The Minister also emphasized the need for consensus in understanding to continue supporting ethnic minority and mountainous regions in a timely and effective manner; and to promote awareness so that the people themselves can support each other and contribute to the overall development of the country.

Also at the questioning session, the Ministry of Planning and Investment provided further clarification on the integration of targeted programs and solutions for mobilizing resources; the Ministry of Public Security explained solutions for preventing drug abuse and drug trafficking in ethnic minority and mountainous areas...
