Creating a healthy competitive environment in intensive English teaching in Nghe An

On the morning of June 23, the Department of Education and Training held a conference to deploy the English enhancement program in educational institutions for the 2025-2026 school year in Nghe An province.

According to the report of the Department of Education and Training, after many years of implementation, the implementation of the English Enhancement Program in Nghe An province has become systematic and systematic. In the 2024-2025 school year, 35 centers participated in enhanced teaching in educational institutions.
Thanks to that, the whole province has organized 2,574 enhanced classes with 67,875 students participating. Of which, the most are at preschool level with 1,628 classes, primary school with 722 classes, secondary school with 192 classes and high school with 32 classes.

In terms of content, at preschool level, teaching is carried out with an English familiarization program for preschoolers; at primary level, students learnimprove englishwith foreign teachers; Vietnamese teachers; enhancing English on the basis of Math... At secondary and high school levels, schools coordinate with foreign language centers to teach programs that meet output standards: FCE, IELTS...
According to the assessment of the Department of Education and Training, although English teaching and learning has had positive changes, the implementation process still has shortcomings such as the enhanced program is not diverse, not meeting all the needs of learners; The arrangement of students with the same level, capacity, number of students,... to organize enhanced English classes still has many shortcomings, some educational institutions are still confused in implementing the program; the number of enhanced classes is still small, the centers find it difficult to implement the quality according to the output standard commitment.

At the conference, the delegates shared some difficulties and shortcomings in the implementation process, focusing on the following contents: some districts do not have foreign language centers or foreign language centers do not have enough capacity to participate in enhanced teaching; the guidance, organization and management of the Department of Education and Training are not good and not drastic; the management and supervision process and records have not been developed; the bidding process and procedures for implementing the English Enhancement Program have not been guided, trained, implemented and resolved promptly.

Speaking at the conference, Mr. Nguyen Van Khoa - Deputy Director of the Department of Education and Training acknowledged and highly appreciated the efforts of the centers and schools. In the coming school year, in the context of English being introduced into schools as a second language, strengthening English teaching is extremely important.
With the aim of improving the quality of foreign language teaching in schools and promptly resolving difficulties in the process of procedures, the Deputy Director of the Department of Education and Training requested that specialized departments continue to direct and strictly implement directive documents, proactively guide and support educational institutions and foreign language centers to organize enhanced teaching (especially for localities that have not yet organized).
In order for teaching and learning to be carried out seriously and in accordance with procedures, the Department's leaders also said that in the coming time, the Department will strengthen inspection and supervision of centers; listen to opinions from parents, students, and teachers to have appropriate instructions and adjustments.

In addition, during the implementation process, the Department requires units to compete fairly with the quality of education, and to fulfill their commitments to parents, students and schools as negotiated in the signed contract. On the Department's side, it will continue to issue documents to improve the effectiveness of organization and management, and not to direct intervention during the implementation process. The Department will also assign schools to take the initiative in selecting implementation units, and to properly implement bidding procedures and processes in accordance with the prescribed documents./.
