According to Dr. Nguyen Dinh Cung, Vietnam needs to build a market economy in the true sense. It needs to be competitive, free and freer, the market must be more market-oriented, safety must be safer. The market economy will reallocate resources in the direction of creating favorable conditions for businesses that really want to do it and have the desire to develop.
Accordingly, the mechanism of asking and giving is gradually reduced, creating favorable conditions for businesses to develop, compete equally, and invest more effectively in business and production.

Dr. Nguyen Dinh Cung believes that it is necessary to change the institutions and operate the market economy. To reduce costs, businesses must do the same. Cost reduction must come from legal regulations, the attitude of civil servants, and state tools. He emphasizes that an economy should not depend on a few corporations but should allow businesses to compete equally.
In this thematic workshop, many contents and solutions were analyzed to contribute to promoting the socio-economic development of Nghe An in particular and the whole country in general to "breakthrough development".
