Create consensus for the common development of Vinh city

The Vinh City Party Committee organized a conference to meet and dialogue with the Party Committees and executive committees of blocks and hamlets to resolve difficulties and create consensus for the common development of the city.
Recently, the Standing Committee of Vinh City Party Committee held a meeting and dialogue with Party committees, executive committees of blocks and hamlets throughout the city. Many concerns and difficulties related to Party building and the political system were raised; especially in blocks and hamlets, Party committees at all levels need to find solutions to resolve them.
Promote self-awareness and set an example for party members
At the meeting and dialogue between the Vinh City Party Standing Committee and the Party Committees, executive committees of blocks and hamlets throughout the city, the issue brought up by many grassroots cadres was the situation of retired or retired Party members not transferring Party activities to their place of residence.
Secretary of the Kim Lien hamlet Party cell (Nghi Lien commune) Nguyen Duc Hung presented the reality at the grassroots level: "There are cases where while working, they are introduced to temporary activities, the number of party members and participation in activities at the party cell, but after retirement, there is no longer a "shadow" of party members in their place."
According to Secretary Hung, the number of retired party members who do not transfer their party activities to their place of residence is "not much, but not little either."
Also reflecting this situation, Secretary of the Trung Hop block Party Cell (Hung Dung ward) Nguyen Ho Canh said: In Trung Hop block, there are nearly 10 people, former provincial leaders, armed forces officers with the rank of colonel, who regularly live in the area, but do not transfer their Party activities to the block.

Some opinions say that retired party members do not submit their Party records to the Party cell where they reside in order to "avoid" participating in work in the block and hamlet; because in reality, the human resources of the Party Committee, especially the secretaries and block leaders, have long been mainly "based" on the source of retirees; however, this practice is causing difficulties in finding resources for the Party Committee and the executive committee of the block and hamlet.
Along with the opinions raised at the conference, according to Standing Deputy Secretary of the City Party Committee Nguyen Van Lu shared at the conference: Through surveying and synthesizing feedback and proposals from the grassroots, the Vinh City Party Committee also recorded feedback from the communes and wards: Doi Cung, Vinh Tan, Hung Binh, Hung Dung, Cua Nam, related to many retired and retired Party members who did not submit documents to transfer Party activities to their place of residence or transfer activities to their hometown. The grassroots also proposed that Party committees at all levels study solutions to overcome this situation; at the same time, there are sanctions to handle cases of not completing procedures to transfer Party activities, leaving the Party or transferring Party activities to their hometown.

Comrade Nguyen Van Lu said: According to regulations, after retirement, party members are required to transfer their activities within 1 month and no later than 2 months; if it is more than 3 months, the Party Committee must report to the competent authority for handling. Based on the current situation, in the past time, Vinh City Party Committee has proactively coordinated with the Party Committee of the Provincial Agencies and the Party Committee of the Nghe An Provincial Enterprises to monitor party members transferring their Party activities. Accordingly, every month and every quarter, the City Party Committee and the units have announced the transfer of party members, received party members, and every quarter, there are reports on monitoring party members leaving and party members coming. Thereby, we can grasp the number of party members who have been transferred to the city by units without submitting their documents, including those who were former leaders of departments and branches who still completed the procedures to transfer their Party activities but did not submit them at their place of residence or moved to another place as reported by the base.
The Standing Deputy Secretary of the City Party Committee emphasized: The Party's leadership method is first and foremost propaganda, mobilization, persuasion, and setting an example with the responsibility of Party members being number one; and when there are violations, they will be handled according to Party regulations, and even higher, their names will be removed from the Party - this is an issue that the City Party Committee will continue to direct and coordinate with Party committees at all levels to find solutions and strictly handle violations.
The important thing is that each party member's self-awareness and exemplary behavior upon retirement must uphold the responsibility of a party member to submit documents and fully participate in party activities. In fact, among the current group of block and hamlet cadres, there are many retirees who not only submit their Party documents but also actively participate in activities in the block and hamlet.

Share and solve difficulties at the grassroots level
A difficult issue raised by delegates at the conference and reflected by 7 communes and wards through the synthesis of opinions is that the work of developing party members is difficult, especially the implementation of the target of recruiting 3-4% of the total number of existing party members according to the policy assigned by the Central Committee is "impossible".
According to Secretary of the Trung Hop Block Party Cell (Hung Dung Ward) Nguyen Ho Canh: In the blocks and hamlets in Vinh City, the majority are retirees, and the young people who go to school and work after finishing school are unlikely to have the resources to recruit 3 party members per year, because the current Party Cell has 100 party members. From practice, it is recommended that Party committees at all levels study and adjust, especially the block and hamlet Party Cells.
Acknowledging the inadequacy in assigning development targets, the Standing Deputy Secretary of the Vinh City Party Committee said: Vinh City has more than 25,000 party members; of which about 80-85% are of retirement age; therefore, the source to develop 750 party members/year in accordance with Resolution No. 21 of the Central Party Executive Committee in the city is extremely difficult, especially in blocks and hamlets.
To ensure the target of developing party members but not create too much pressure on the blocks and hamlets when currently the youth age in hamlets is very small; Vinh City Party Committee has directed to survey specific sources in each grassroots Party organization, on that basis assigning the target of Party admission close to reality, in which, focusing on cases and hospitals.
Many opinions raised the “story” of difficulty in finding resources for block and hamlet cadres, especially for youth union and association branches. Some opinions expressed concern: “This is a common situation in the whole country, the whole province, not just Vinh city, but why haven’t the Party committees at all levels studied to overcome it?”

This was stated by the Standing Deputy Secretary of the City Party Committee: The team of block and hamlet cadres is the "extended arm" and assistant of the ward and commune; however, in reality, in the past, wards and communes considered the block and hamlet as an administrative level and put a lot of work, causing pressure on the block and hamlet. This is also the reason why party members are not interested in taking on the work of the block and hamlet; if this situation continues, there will be no one to work in the block and hamlet. To overcome this problem, the requirement is that the city and wards and communes continue to innovate management and operation work appropriately and effectively; at the same time, increase the application of information technology, build a digital government to reduce work pressure for commune-level civil servants and avoid "dumping" work on the block and hamlet.
Along with the above two difficulties, many opinions also reflected the inadequacies in implementing Regulation No. 08 of the Provincial Party Committee Standing Committee on assessing the quality of Party cell activities, suggesting that the province study and amend and supplement it. That is to recommend that Party committees at all levels study and innovate the study and practice of Ho Chi Minh's ideology, morality and lifestyle and evaluate and classify Party members in accordance with the type of block, hamlet, etc.

From the shortcomings at the grassroots level and through the recommendations and reflections of the Party Committee, the executive committee of the block and hamlet through meetings and dialogues, Comrade Phan Duc Dong - Member of the Standing Committee of the Provincial Party Committee, Secretary of the City Party Committee, Chairman of the City People's Council affirmed to continue researching to solve the problems under his authority with the determination of "promising must be done"; at the same time, requested all levels to solve and remove the shortcomings and difficulties that are not under the authority of the city.
Vinh City Party Secretary Phan Duc Dong expressed his hope that those working in the blocks and hamlets would continue to share, agree, accompany, and wholeheartedly support the city's policies and join in propagating and mobilizing all classes for a developed Vinh city.
