On the morning of January 13, in Vinh City, Nghe An Province held a Conference to announce the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050 and the Overall Adjustment Project for the General Planning for the Construction of the Southeast Nghe An Economic Zone to 2040.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha expressed his joy when, together with leaders of central departments, ministries, branches, organizations and localities in the North Central and Central Coast regions, he attended the conference to announce the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, and to announce the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone to 2040. This is an important event, creating new momentum and influence in attracting investment for development not only in Nghe An province but also in the North Central and Central Coast regions.
On behalf of the Government, the Prime Minister and with personal feelings, the Deputy Prime Minister and comrades in the Central working delegation sent to the Party Committee, government and people of Nghe An province, as well as comrades and delegates congratulations, good health, happiness and success.
Nghe An has the largest area in the country, located in a strategic position with many potentials and advantages, converging natural elements like a "miniature Vietnam". The geographical position gives Nghe An an important role in connecting the North-South coastal economic corridor and the East-West economic corridor with neighboring Laos and Northeastern Thailand. This is a land of talented people, the homeland of beloved President Ho Chi Minh and many famous heroes, patriots, and scholars; with a long revolutionary tradition, heroic history, and a culture rich in identity, the homeland of Vi and Giam folk songs.
In particular, according to the Deputy Prime Minister, the driving force and internal resources for Nghe An's development are high-quality human resources and talents, the spirit of self-respect, self-reliance, self-improvement, always valuing solidarity, attachment, valuing affection, and learning. That affirms that Nghe An has enough potential, advantages and outstanding, different opportunities to develop the economy and society quickly and sustainably; at the same time, playing an important role in building, developing the economy and society, ensuring national defense and security of the North Central region, the Central Coast and the whole country.
Identifying the position, role, potential and potential advantages of Nghe An province, since 2003, the Politburo has issued Conclusion No. 20; Resolution No. 26 (2013) and recently Resolution No. 39 dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045.
“This affirms the special attention of the Party Central Committee and the Politburo to Nghe An province in socio-economic development, Party and political system building, and ensuring national defense and security,” Deputy Prime Minister Tran Hong Ha emphasized.
In recent years, promoting those potentials and advantages, with the desire for development, the spirit of drastic action, and innovation, Nghe An has risen strongly, achieving many important and quite comprehensive results and achievements. Currently, the scale of Nghe An's economy ranks 10th out of 63 provinces and cities nationwide.
In 2023, the growth rate of the province's gross regional domestic product (GDP) will reach 7.14%. The Southeast Economic Zone will act as a driving force, promoting investment attraction and development, bringing Nghe An into the top 8 localities attracting the largest foreign investment capital in the country, with a total newly granted and adjusted capital as of December 31, 2023 of more than 1.6 billion USD, including many investors in electronics, technology, and green energy, leading in the world. The province's poverty rate will decrease rapidly from 22.89% in 2011 to only 6.41% in 2022; 10 district-level units and 75% of communes will meet new rural standards.
On behalf of the Government, the Prime Minister and Deputy Prime Minister warmly congratulated and commended the outstanding achievements of the Party Committee, government, army and people of Nghe An province over the past period.
Resolution No. 39-NQ of the Politburo set the goal that by 2045, Nghe An will be a province with rapid, sustainable, comprehensive, civilized and modern development, imbued with the cultural identity of Vietnam and Nghe An; one of the driving forces for the development of the North Central region; the material and spiritual life of the people will reach a high level; the value of the forest, sea and island ecosystems, culture, history and traditions, especially Nghe An culture, will be preserved and promoted; national defense, security and sovereignty over borders, seas and islands will be firmly ensured; the great national unity bloc will be strengthened; the Party organization and political system will be clean, strong and comprehensive.
“That is not only the aspiration and important task for the Party Committee, government, army and people of Nghe An province, but also the desire of the people of the whole country in building and developing Nghe An province commensurate with its position, role and importance, worthy of being the homeland of President Ho Chi Minh,” Deputy Prime Minister Tran Hong Ha affirmed.
The planning of Nghe An province and the adjustment of the construction planning of the Southeast Economic Zone announced today (January 13) were built with a long-term vision, placed in the overall development of the North Central and Central Coast regions; based on distinct potentials, outstanding opportunities, and competitive advantages.
The planning will open up new opportunities and development space with 2 growth engine areas, implementing 3 strategic breakthroughs, developing 4 economic corridors, 5 pillar economic sectors and 6 dynamic urban centers. Together with Resolution No. 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, it will create new momentum for rapid, strong, breakthrough and sustainable development.
However, according to the Deputy Prime Minister, the important issue is how to organize the synchronous and scientific implementation of the above-mentioned plans, mechanisms and policies? Believing that it is impossible to think and act in the "old way, the usual way", he believes that cadres, party members, as well as each citizen, the Party Committee and the government of Nghe An will transform the strong desire for development, pride, love for the homeland, and the spirit of innovation into actions and work to become a place "worth visiting, worth contributing, worth experiencing and worth living".
With that wish, Deputy Prime Minister Tran Hong Ha shared and discussed some contents with the province in the process of organizing and implementing the planning.
First of all, to implement the planning, a huge amount of resources is needed, and according to the Deputy Prime Minister, those resources are based on the province's knowledge and human resources. Therefore, the province needs to prepare high-quality human resources and attract talents to serve as a driving force for development.
Along with that, through the planning, development spaces have been identified, therefore, the province needs to allocate State resources, as well as mobilize socialization to build detailed plans on construction, urban, rural, zoning, regions, and subdivisions to concretize these plans; thereby arousing the potentials of the province to become resources for development through the development of ecosystems: urban economy, industry, and value-added services.
The Deputy Prime Minister also noted that in the process of developing the plan to implement the planning, priority should be given to the implementation of intra-provincial, inter-regional and inter-provincial connectivity infrastructure projects. “I would like to reiterate that we must look at the Provincial Planning in relation to the Planning of the North Central and Central Coast regions with other places in order to be able to select and propose priority projects for intra-provincial connectivity, connectivity of the North Central and Central Coast regions; only then can we create a comprehensive, synchronous and unified connection to unlock the province's resources,” the Deputy Prime Minister emphasized.
At the same time, it is necessary to pay attention to social, medical, cultural and digital infrastructure; in which he suggested that Nghe An effectively implement Resolution 06 of the Politburo, which includes very important orientations on urban development planning.
It is necessary to develop the Eastern economic corridor to promote the development of the West. In particular, in the West, it is necessary to focus on developing high-tech agriculture, border gate economy; tourism based on ecology, agriculture, culture; at the same time, as a locality with a large area of forestry land and natural forests, Nghe An needs to put agricultural development under a very separate approach such as: Developing forests associated with agriculture, farmers, rural areas and processing industry; paying attention to developing tourism, low-carbon economy, carbon credit market.
In the process of implementing plans related to rural and urban networks, he also noted the need to conduct geological and hydrological surveys well to have a database to ensure Nghe An develops in a sustainable and safe manner in response to climate change.
Nghe An is identified as one of the driving forces for the development of a number of priority areas of the region. Therefore, the Deputy Prime Minister suggested that the province should focus on developing educational and training facilities for the province and the region, in which it is especially necessary to identify training for high-quality human resources and new economic areas such as: Electronics, semiconductors, low-carbon economy, green energy.
Nghe An also needs to make the most of the advantages of specific mechanisms and policies issued by the National Assembly to strongly improve the investment and business environment; build e-government, digital transformation to improve the competitiveness index (PCI), administrative reform index (PAR INDEX), Public Administration Performance Index (PAPI), SIPAS.
At the same time, Nghe An issues its own separate standards in attracting investment, investment capital, technology reception, and technology transfer. The Deputy Prime Minister hopes that large investors in technology will commit to a roadmap for research, implementation, and transfer, because that transformation will gradually help the province create supply and demand for quality human resources that hold the stages of contributing value and increasing prices.
In particular, Nghe An needs to strengthen cooperation and development links with provinces and cities in the North Central region, the Central Coast and the whole country to multiply the potential and advantages of each locality, especially the need to closely coordinate with localities in the region, such as Thanh Hoa and Ha Tinh.
The key to Nghe An's success lies in its ability to mobilize its extremely strong human resources. "I highly appreciate the motto of 5 readiness (ready for investment land; ready for essential infrastructure; ready for human resources; ready for innovation, reform, substantial improvement of the investment and business environment and ready for support) that the Party Committee and the Government have set. On that basis, the Deputy Prime Minister suggested that the province add "ready for its own change" and "ready to provide green energy for investment and development activities".
Assessing the projects that were granted investment certificates right in the first days of the year, at the Planning Announcement Ceremony today, is a good start showing the attractiveness, potential advantages, and attractive investment opportunities of Nghe An province. The Deputy Prime Minister hopes that more investors will choose Nghe An to invest on the basis of participating with the province, contributing to continue to concretize the announced plans.
“That gives us great confidence that Nghe An will write new miracles in development so that our homeland will become increasingly rich, beautiful, civilized, and soon become a well-off province of the country as President Ho Chi Minh wished during his lifetime,” the Deputy Prime Minister believes.
