Create the most favorable conditions for important projects to come into operation

(Baonghean) - In early March, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee directly inspected the field at a number of major projects in the province. At the construction sites of the projects, many recommendations from investors were directly listened to by the Chairman of the Provincial People's Committee, who directed relevant departments to focus on handling them, in order to facilitate the projects to come into operation soon.

Listening to promptly resolve the proposals and recommendations of investors is always a matter of concern for the Chairman of the Provincial People's Committee during the on-site inspection of important projects of the province. The first point is the Hoa Sen Nghe An Factory Project of Hoa Sen Nghe An One Member Co., Ltd. located in Dong Hoi Industrial Park (Hoang Mai Town) with an investment capital of up to 7,000 billion VND.

This super project holds the record for the time it takes to attract investment in Nghe An, from the time the investor made the investment decision to the start of construction in just over 20 days. The project also holds another record for the speed of implementation. After the groundbreaking ceremony in June 2015, the investor immediately began investing in the construction of project items according to the detailed planning and selected technological line.

On the 35-hectare area of ​​the project, the entire basic site has been cleared by Hoang Mai town and handed over to the investor. At the construction site, the construction atmosphere is extremely urgent to speed up the progress, making up for the slow construction time due to the impact of weather and complex geology.

At workshop No. 1, where the color coating line with a capacity of 120,000 tons/year will be located, about 90% of the foundation, 80% of the machine foundation and 50% of the steel structure of the workshop have been constructed. At workshop No. 2, where the aluminum-zinc alloy coating line is located, the workshop has also been 90% completed and the production line is currently being installed, with progress reaching about 85%, and the factory is expected to produce its first product in June 2016.

Representing Hoa Sen Nghe An Company Limited, Mr. Pham Tien Phuong - Deputy Director of Internal Affairs of the company highly appreciated the coordination and facilitation of the province in the process of implementing procedures and site clearance for the project; at the same time, he recommended that the provincial departments continue to coordinate with the investor to carry out procedures to exempt land rent for the investor according to regulations.

Immediately after listening to the opinions of the sectors, the Chairman of the Provincial People's Committee directed: "Regarding the procedures to help investors complete their dossiers, the relevant sectors of the province must send people to work with investors with the relevant ministries and sectors so that they can enjoy preferential policies of the State according to regulations. This is also a way to encourage investors."

Another major project that the Chairman of the Provincial People's Committee directly inspected at the construction site was Tan Thang Cement Factory (Tan Thang Commune, Quynh Luu District) invested by Tan Thang Cement Joint Stock Company. This is also a major project with an investment capital of 4,200 billion VND.

At the factory construction site, Mr. Nguyen Cao Dien - General Director of Tan Thang Cement Joint Stock Company said that the financial arrangement for the project has been completed. Currently, the equipment procurement packages have been guaranteed by contractors. The factory has a capacity of 2 million tons of cement/year, completely using technology from Germany, Denmark, Italy and Switzerland, so it is very modern.

Regarding the site clearance of 62 hectares, of which phase 1 of leveling 37 hectares is being prepared to be completed in order to start construction in June 2016, Mr. Nguyen Cao Dien affirmed: "The company is closely following the plan to implement on schedule, expected to put into operation in late 2017 early 2018".

However, to meet the set schedule, Mr. Dien said that there are still 1.6 hectares out of the total 62 hectares of the factory that have not been cleared, so he recommended that the locality focus on completing and handing over.

After listening to comrade Nguyen Van Quy - Vice Chairman of Quynh Luu District People's Committee quickly report on the project's site clearance work, which was still stuck with one household since 2011, the Chairman of the Provincial People's Committee directed the district to focus on completing the site clearance work in accordance with the procedures and regulations of the law, ensuring early handover to the investor.

Electricity, water and traffic must be guaranteed to the foot of the factory fence.

These contents were paid special attention by the Chairman of the Provincial People's Committee to relevant departments, branches and units when directly inspecting key projects. In particular, at the Hoa Sen Nghe An Factory Project in Dong Hoi Industrial Park, the electricity issue for phase 1 of the project has been ensured.

However, the construction of the 110 KV line connecting from the 220 KV Nghi Son station (Thanh Hoa) to serve the production of phase 2 of the factory with a total length of more than 10 km is still stuck. On the Nghe An province side, the line with a length of more than 7.4 km passing through the communes of Quynh Loc and Quynh Lap (Hoang Mai town) has completed the route agreement; while the part of the line in Thanh Hoa province with a length of more than 3 km has not been agreed upon due to problems related to the line passing through military land and part of the planned resettlement area in Nghi Son Economic Zone.

Regarding this issue, the Chairman of the Provincial People's Committee requested that the Department of Industry and Trade take the lead in working with the Department of Industry and Trade of Thanh Hoa province and related units. If any problems continue to arise, they must be reported to the provincial leaders to work with related parties to resolve them.

In addition, the issue of water for production projects is extremely urgent when Hoa Sen Nghe An Factory will start operating in June and Tan Thang Cement Factory will need water for construction in July 2016. However, Hoang Mai Water Plant located in Tan Thang commune, takes water from Vuc Mau lake and the pipeline system and pumping stations invested by Minh Quang Company have not yet met the requirements. Mr. Le Quang Huy - Director of Minh Quang Company said: "The main reason is due to the site clearance work".

Directly arriving at the site where the water plant will be located, when hearing the situation report, Chairman of the Provincial People's Committee Nguyen Xuan Duong clearly stated that the clean water needs of the people of Hoang Mai town and the projects of Hoa Sen Nghe An Factory and Tan Thang Cement are waiting for this project.

“Time is running out, investors must actively implement construction in areas where land has been cleared; procedures related to sectors, especially land clearance, must be urgently implemented. If water is not guaranteed for the above projects to produce, the province will lose its reputation with investors due to its commitments. Relevant sectors must be aware of this to actively implement,” the Chairman of the Provincial People’s Committee emphasized.

In addition, traffic connection in this area ensures infrastructure not only for the people of the northern and northwestern districts and towns of the province such as Thai Hoa, Nghia Dan, Hoang Mai, Quynh Luu but is also a necessary factor for projects to be implemented, constructed and produced.

The foundation for this connection is the National Highway 1A Project with Nghia Dan District and Thai Hoa Town, 29 km long, and the Road Project from Hoang Mai 2 Industrial Park to Tan Thang Cement Factory, 7.3 km long. Therefore, when inspecting the route, the Chairman of the Provincial People's Committee requested the construction units to focus on speeding up the progress and soon put these routes into operation.

In fact, large projects with total investment of up to hundreds of millions of USD in Quynh Luu, Hoang Mai town, etc. are not only still on paper but have begun construction with an urgent atmosphere, bringing expectations to help the socio-economic development of not only these localities but also the whole province. Therefore, by directly going to the site to listen, direct and resolve problems of the provincial leaders shows the province's companionship, affirming Nghe An's open investment environment in the eyes of investors.
