Creating jobs for ethnic minority children

(Baonghean.vn) - Voters in Nghe An province recommend: The Government should review and adjust the current recruitment mechanism, creating conditions for ethnic minority children who are students to have the opportunity to be recruited and employed.

Regarding this issue, the Ministry of Home Affairs responded as follows:

Clause 4, Article 1 of Decree No. 49/2015/ND-CP dated May 15, 2015 of the Government amending and supplementing a number of articles of Decree No. 134/2006/ND-CP dated November 14, 2006 of the Government regulating the sending regime to university, college and intermediate level educational institutions in the national education system stipulates: "The People's Committee at the provincial level directs the reception of dossiers and selection or sends dossiers to agencies and units expected to use them for selection into job positions according to the provisions of the Law on Cadres, Civil Servants and the Law on Public Employees for those sent to study under the selection regime after graduation".

On September 11, 2014, the Ministry of Home Affairs and the Committee for Ethnic Minorities issued Joint Circular No. 02/2014/TTLT-BNV-UBDT detailing and guiding the implementation of policies on ethnic minority cadres, civil servants and public employees prescribed in Article 11 of Decree No. 05/2011/ND-CP dated January 14, 2011 of the Government on ethnic affairs, in which Clause 1 and Clause 2, Article 4 stipulate:

“1. The People's Committees of provinces and centrally run cities shall, based on the socio-economic development orientation; job position structure and staffing quota; specific conditions and requirements of the locality, recruit, plan, train, foster, appoint and use the team of cadres, civil servants and public employees of ethnic minorities working in agencies, organizations and units to ensure a reasonable ratio, corresponding to the proportion of ethnic minorities in the locality.

In ethnic minority areas, it is necessary to have ethnic minority leaders, civil servants, and managers.

2. Central agencies, organizations and units, based on their functions, tasks, organizational structure; job position structure and staffing quotas, recruit, plan, train, foster, appoint and use ethnic minority cadres, civil servants and public employees, ensuring a reasonable ratio.

In addition, the Ministry of Home Affairs is currently coordinating to develop a Project on developing a team of ethnic minority cadres, civil servants and public employees in the new period, including continuing to research, amend and supplement recruitment policies to create consistency among competent authorities in selecting, training, receiving and arranging jobs after graduation, ensuring effective implementation."
