Vingroup Corporation invests in building Quang Trung area B in 2019
(Baonghean) - Vingroup Corporation will invest in building Quang Trung Area B in 2019, when the site clearance work has been completed. With the active participation of all parties, more than 400 households in Quang Trung Area B have agreed to the compensation and support policies of the investor and soon moved to the temporary residence area to wait for receiving new, more modern and spacious apartments.
Fair compensation, in accordance with the people's wishes
The family of Ms. Ngo Thi Minh Phuong, room number 344, B2 Quang Trung area is one of the first households to live and have been attached to this B2 area since the first days of the apartment building's construction.
On the day of moving house and packing up to move, she shared: “I have lived in B2 Quang Trung area since 1976. After being propagandized and mobilized by the city and ward, and understanding the policies, I agreed to move. In the meeting with the residents in early May 2019, the investor promised to complete the building within 2 years, so we trust and hope to soon have a new apartment after the temporary residence period.”

The family of Mr. Phung Huy Thao, room number 322, B2 Quang Trung area, is also busy these days with packing up their belongings to prepare to move. He did not receive a new apartment, but received compensation to live elsewhere.
Mr. Thao shared: My apartment has an area of 42m22, was compensated by the investor 819 million VND, equivalent to a new apartment. This is a compensation amount that we find satisfactory, I have now deposited to buy a house at another location.
Like Ms. Phuong’s family and Mr. Thao’s family, other households in Quang Trung B area have been moving their belongings, receiving compensation and support, and signing the house handover minutes. Most of them are happily looking forward to good things ahead.

Quang Trung apartment complex in general and area B in particular are projects built with the affection of the former German Democratic Republic for Vinh city after the war against America to create a new urban appearance for the city at that time, and here are mostly families of officials and civil servants.
After more than 40 years of existence, the apartment complex has deteriorated and is facing many difficulties that need to be renovated. Vingroup Corporation is the chosen investment enterprise.
The principle for implementing compensation and support is: Compensation, temporary housing arrangement, and resettlement are implemented through payment in the form of resettlement housing or in cash according to the business price of resettlement apartments within the project scope. The process and procedures are implemented according to current regulations of law.
All households with legal housing in the apartment complex when implementing the renovation and reconstruction project will be resettled with better conditions in terms of quality, housing area, technical infrastructure, and social infrastructure; if there is no need for on-site resettlement, they will be compensated in cash according to the business price of the resettlement apartment.

For people with revolutionary contributions who are eligible for housing improvement support according to regulations, in addition to enjoying housing improvement support policies of the Provincial People's Committee, they are also entitled to policies on compensation, support, and resettlement when clearing the Quang Trung apartment complex as stated in this document.
Vingroup Corporation ensures adequate and timely funding to pay compensation, support for site clearance and compensation, and funds to organize the implementation of compensation, support, resettlement and construction of works on schedule, and pay support for moving and renting temporary housing according to the provisions of Decision No. 58/2015 of Nghe An Provincial People's Committee on compensation, support and resettlement when the State reclaims land in the province.
Households with legal housing who do not need resettlement will be compensated by the project investor in cash with a value equivalent to the business price of the resettlement apartment arranged in the project (business price is 15,000,000 VND/m2).2If there is no need to receive resettlement housing, then receive in cash including: Housing fee corresponding to the converted area, moving support fee, progress bonus, and rental support fee for 6 months.
The investor also committed to coordinate with the City People's Committee to issue the Certificate of house ownership associated with land use rights according to current regulations of the State. The expected time is no more than 8 months from the time the households complete the relevant legal documents to be eligible for the certificate.
Land clearance efforts
Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee said: Initially, the site clearance work was very difficult, the number of households and economic and social establishments that had to be relocated was large, the conditions of the households were still difficult, most households did not know what the policy was, where to go, where to return, so they were worried and anxious.
The city has had many meetings with the investor, helping the investor better understand the current situation as well as the population situation in the area, organizing meetings with residential groups many times to listen to people's opinions, on that basis building a compensation plan that is accurate, fair, responsible, and creates consensus among the people.
The city directs wards and communes to review and compile statistics on housing funds for rent, providing them to people so that they can contact to rent housing according to their needs. The city establishes, evaluates and approves detailed plans for compensation, support and resettlement in accordance with the law.

Ms. Dao Xuan - Head of Block 3, Quang Trung Ward, said: When there was a policy to build a new apartment complex, we tried to mobilize and propagate to the people to comply with the policy, at the same time, coordinated with Quang Trung Ward and the investor to organize meetings for the people to listen to their rights and present their wishes.
Therefore, all households in the block of B1 and B2 Quang Trung have now agreed completely. For households living in buildings along Quang Trung Street (building B3), the investor has agreed to support an additional 20% of the house purchase value according to Decree 61/CP for each household. It is expected that before June 15, 2019, the compensation and site clearance work in area B will be completed.

The Quang Trung Area B renovation project has a capital of 2,500 billion VND, including a 23-storey resettlement building, the highlight of which is a 33-storey 5-star hotel. The investor will demolish the buildings in Area B on June 15, 2019. The investor also committed to ensuring full financial capacity to implement the project until completion according to the plan. Currently, there are about 160 households receiving money but not receiving houses and the resettlement houses will be completed after 24 months of construction from the start date.
Quang Trung B Area was built in 1976 and completed in 1982, including 6 apartment buildings, 5 high-rise apartment buildings (including B1, B2, B3, B4, B5, B6), a total of 421 apartments with 1,684 people.
