Focus on directing party congresses and grassroots party cells

(Baonghean.vn) -On the afternoon of April 6, the Standing Committee of the Provincial Party Committee of Agencies held a conference to review experiences from the model congresses of affiliated grassroots Party organizations.

Attending the conference were comrade Nguyen Thi Thu Huong - Provincial Party Committee member, Secretary of the Party Committee of the Provincial Agencies Bloc, comrades members of the Standing Committee of the Party Committee of the Bloc, 57 comrades Secretaries, Deputy Secretaries of the grassroots Party Committees, and specialist officers of the Party Committee of the Provincial Agencies Bloc.

Implementing Directive 36-CT/TW, the Standing Committee of the Party Committee of the Bloc promptly issued Instruction No. 36-HD/DU dated October 29, 2014 of the Standing Committee of the Party Committee of the Provincial Agencies Bloc on conducting the congress of grassroots party organizations for the 2015-2020 term.

The Standing Committee selected 4 grassroots party organizations for the congress, including: the Provincial People's Procuracy Party Committee, the Department of Health Party Committee, the Nghe An Newspaper Party Committee, and the Provincial Fatherland Front Committee Party Cell.

Through the direction of 4 model congresses of the Party Central Committee, according to the assessment, all units have well implemented the contents of the congress, meeting the requirements according to Directive 36 - CT/TW of the Politburo, regulations and guiding documents of the Central Government, the province, the Party Committee of the Provincial Agencies Bloc and the practices of the agencies and units.

In the process of directing the model congress, the Party Committee Standing Committee closely followed Directive 36-CT/TW dated May 30, 2014 of the Politburo, Regulation No. 244-QD/TW dated June 9, 2014 of the Central Executive Committee, Circular No. 11-TT/TU dated September 19, 2014 of the Provincial Party Committee Standing Committee and documents of the Central, the Province, the Party Committee of the Bloc and directed the implementation; assigned 1 member of the Standing Committee and 1 specialist to directly monitor and direct the preparation and organization of the model congress of the grassroots party organization.

The conference pointed out the shortcomings and limitations that need to be overcome, focusing on directing 53 units under the Party Committee of the Bloc to conduct the congress to ensure the process and plan in accordance with the regulations and instructions of the superiors. That is, the implementation of Directive 36-CT/TW dated May 30, 2014 of the Politburo and documents of the Central and Provincial Party Committees has not been regular and complete, so the preparation process has been confusing. The content of the draft political report of the Executive Committee submitted to the congress (before approval) has some places that are not balanced between the evaluation part and the direction and tasks part. The evaluation part lacks generality, does not highlight the role of the Party organization, and the specific tasks have few data to compare with the previous term. The direction part is still general, does not clearly state the goals, tasks and specific solutions, does not stick to the shortcomings, limitations and causes of the previous term to propose solutions to overcome in the next term.

The review reports of the Executive Committees of the units are not unified in structure, some contents are repetitive from the political reports, some reports do not clearly assess the roles and responsibilities of the Party Committee, Secretary, and Deputy Secretary.

The agenda of some Party congresses is not well-structured and lacks the summary content of the Presidium on receiving and explaining the opinions and suggestions before and during the congress. The management of the Presidium is sometimes confusing. There are also invalid votes.

Concluding the conference, comrade Nguyen Trong Chan stated: Continue to strengthen the direction of the Party Committee Standing Committee; assign cadres to direct; prepare well the Political Reports, documents, the Standing Committee approves before the Congress, the Political Report must adhere to the functions and tasks of the grassroots Party organizations, the Congress resolution for the 2010-2025 term; the Executive Committee review report needs to focus on the strengths and weaknesses of the Executive Committee and individuals; the personnel plan prepared by the Party Committee ensures the structure, age, with a surplus of 10-15%. The Congress program is concise. The hall is decorated according to regulations, with slogans to promote the Congress. The Presidium conducts the Congress according to the content and program approved by the Congress. Discussion of the Political Report and documents of higher levels must be concise.

Also at the conference, delegates heard comrade Nguyen Quang Tung - Deputy Secretary of the Party Committee disseminate Decree No. 04 - 2015/ND-CP dated January 9, 2015 of the Government on implementing democracy in the activities of state administrative agencies and public service units.
