Focus on directing the congresses of grassroots Party committees and branches.
(Baonghean.vn) -On the afternoon of April 6th, the Standing Committee of the Party Committee of the Provincial Agencies Bloc held a conference to review the experience gained from the pilot congresses of affiliated grassroots Party organizations.
Attending the conference were Comrade Nguyen Thi Thu Huong - Provincial Party Committee member, Secretary of the Party Committee of the Provincial Agencies Bloc, members of the Standing Committee of the Party Committee of the Provincial Agencies Bloc, 57 comrades who are secretaries and deputy secretaries of grassroots Party committees, and staff members of the Party Committee of the Provincial Agencies Bloc.

At the conference, Comrade Nguyen Trong Chan - Standing Deputy Secretary of the Party Committee - reported on the results of directing and conducting pilot congresses for grassroots Party organizations.

In implementing Directive 36-CT/TW, the Standing Committee of the Party Committee of the Provincial Agencies Bloc promptly issued Guidance No. 36-HD/DU dated October 29, 2014, on conducting grassroots party congresses for the 2015-2020 term.
The Standing Committee selected four grassroots Party organizations for pilot congresses: the Party Committee of the Provincial People's Procuracy, the Party Committee of the Department of Health, the Party Committee of Nghe An Newspaper, and the Party Branch of the Provincial Committee of the Vietnam Fatherland Front.
Following the guidance of the four pilot Party congresses, it was assessed that all units had successfully implemented the contents of the congresses, meeting the objectives and requirements according to Directive 36-CT/TW of the Politburo, the regulations and guiding documents of the Central Committee, the province, the Party Committee of the Provincial Agencies Bloc, and the practical realities of the agencies and units.

During the process of directing the pilot congress, the Standing Committee of the Party Committee closely followed Directive 36-CT/TW dated May 30, 2014, of the Politburo, Regulation No. 244-QD/TW dated June 9, 2014, of the Central Committee, Circular No. 11-TT/TU dated September 19, 2014, of the Provincial Party Committee Standing Committee, and other documents from the Central Committee, the Province, and the Party Committee of the Bloc; assigning one member of the Standing Committee and one specialist to directly monitor and direct the preparation and organization of the pilot congress of the grassroots party organization.
The conference highlighted shortcomings and limitations that need to be addressed in order to focus on directing the 53 units under the Party Committee of the Bloc to conduct their congresses in accordance with the procedures and plans as prescribed by higher-level regulations and guidelines. These include the infrequent and incomplete implementation of Directive 36-CT/TW dated May 30, 2014, of the Politburo and other documents from the Central Committee and the Provincial Party Committee, leading to some confusion in the preparation process. In some cases, the draft political report of the Executive Committee presented to the congress (before approval) lacked balance between the assessment section and the section outlining directions and tasks. The assessment section lacked generality, failing to highlight the role of the Party organization, and specific tasks lacked comparative data with the previous term. The direction section remained too general, failing to clearly state specific goals, tasks, and solutions, and not addressing the shortcomings, limitations, and causes of the previous term to propose solutions for the next term.
The reports reviewing the performance of the Executive Committees of the units lacked uniformity in structure, some content was repetitive of the political report, and some reports did not clearly assess the roles and responsibilities of the Party committee, secretary, and deputy secretary.
The congress program of some Party committees lacked a logical structure and did not include a summary by the presidium on the acceptance and explanation of opinions and suggestions before and during the congress. The presidium's management was sometimes hesitant. There were also invalid ballots.
Concluding the conference, Comrade Nguyen Trong Chan stated: Continue to strengthen the leadership of the Party Committee's Standing Committee; assign cadres to provide guidance; prepare well the political reports and documents, which the Standing Committee will review before the Congress. The political report must adhere to the functions and tasks of the grassroots party organization and the resolutions of the 2010-2025 term congress; the report on the performance of the Executive Committee should focus on the strengths and weaknesses of the Executive Committee and individuals; the personnel plan prepared by the Party Committee must ensure the structure and age distribution, with a surplus of 10-15%. The congress program should be concise. The hall should be decorated according to regulations, with slogans promoting the congress. The presidium should conduct the congress according to the content and program approved by the congress. Discussions on the political report and higher-level documents should be brief.
Also at the conference, delegates heard Comrade Nguyen Quang Tung - Deputy Secretary of the Party Committee - explain Government Decree No. 04-2015/ND-CP dated January 9, 2015, on implementing democracy in the activities of state administrative agencies and public service units.
