(Baonghean) - To direct and definitively resolve the situation of re-encroachment on traffic safety corridors, sidewalks, and urban roads, the Provincial People's Committee has just issued Official Dispatch No. 01/CĐ-UBND-NC requesting provincial departments, agencies, and organizations, as well as the People's Committees of districts, cities, and towns, to continue to seriously and fully implement the directives of the Chairman of the Provincial People's Committee in Official Dispatch No. 35/CĐ-UBND-NC dated December 25, 2014, and Official Letter No. 327/UBND-NC dated January 16, 2015, on clearing encroachments on traffic safety corridors throughout the province, focusing on the following key contents:

(Baonghean) - To direct and definitively resolve the situation of re-encroachment on traffic safety corridors, sidewalks, and urban roads, the Provincial People's Committee has just issued Official Dispatch No. 01/CĐ-UBND-NC requesting provincial departments, agencies, and organizations, as well as the People's Committees of districts, cities, and towns, to continue to seriously and fully implement the directives of the Chairman of the Provincial People's Committee in Official Dispatch No. 35/CĐ-UBND-NC dated December 25, 2014, and Official Letter No. 327/UBND-NC dated January 16, 2015, on clearing encroachments on traffic safety corridors throughout the province, focusing on the following key contents:

Department of Transportation

- Assign department leaders to organize inspections and supervision in each area and route to evaluate the results achieved, draw lessons learned, and report to the Provincial People's Committee for further guidance.

- Direct the Traffic Inspection force to coordinate with functional forces and local authorities to provide vehicles and equipment to enforce the dismantling of structures encroaching on traffic safety corridors; resolutely dismantle and remove all types of advertising signs, obstacles, objects obstructing visibility, wedding tents, and vehicles used for business services placed or parked on the road and sidewalks. Focus on completely clearing each road and area, prioritizing urban routes and key areas.

Provincial Police

Directing functional departments and the police forces of districts, cities, and towns to coordinate with the Transport Inspectorate to support localities in clearing and definitively resolving cases of encroachment and re-encroachment on traffic safety corridors throughout the province. Establishing a specialized inspection task force to promptly detect and strictly handle violations of traffic safety regulations, contributing to overall prevention and deterrence.

People's Committees of districts, cities, and towns

- Mobilize the entire political system, direct synchronized and decisive measures and forces to completely resolve and thoroughly address the encroachment and re-encroachment on traffic safety corridors within the localities under their management (to be completed before January 30, 2015).

- Launch a coordinated campaign to forcibly dismantle structures encroaching on traffic safety corridors; resolutely dismantle and remove all types of advertising signs, obstacles, objects obstructing visibility, wedding tents, and vehicles used for business services placed or parked on the road and sidewalks, while strictly punishing violations in accordance with the law.

- After the clearance, a commitment to prevent re-encroachment on traffic corridors will be signed between each household, local authorities, and the traffic infrastructure management unit. This commitment will assign responsibility to the heads of Party committees and local authorities for each specific route and area to regularly remind, inspect, and prevent re-encroachment. If any locality lacks the spirit and responsibility to allow widespread encroachment on traffic safety corridors, the chairmen of the district and commune People's Committees will be held jointly responsible.

- Planning and organizing the management of business and sales areas, including the sale of ornamental plants, to ensure reasonable, convenient, and safe traffic flow during the peak Tet (Lunar New Year) holiday of the Year of the Goat 2015.

- The People's Committee of Vinh City and Nam Dan District, in particular, are the venues for many important political and social activities of the Central Government and the province. Therefore, the removal of encroachments on traffic safety corridors must be linked with urban beautification campaigns to ensure a green, clean, and beautiful environment.

Provincial departments, agencies, and branches; provincial working groups; and the People's Committees of districts, cities, and towns are requested to seriously implement this directive. Weekly reports summarizing the results of clearing traffic corridors, restoring order on sidewalks and urban areas, and handling violations should be submitted to the Provincial People's Committee (through the Standing Committee of the Provincial Traffic Safety Board) for further guidance.
