(Baonghean) - On the morning of October 22nd, in Vinh City, Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a regular meeting to assess the socio-economic situation and give opinions on several draft resolutions of the Provincial People's Council. The highlights of the socio-economic situation in October were the province's focus on directing and supervising the tasks of 2014, winter crop production, disease prevention and control for crops and livestock, and flood and storm prevention; concentrating on accelerating the progress of construction and disbursement of funds for projects; developing the 2015 plan and implementing the 2016-2020 five-year plan. To date, 12 communes have met the criteria for new rural areas. Investment attraction and foreign economic activities have achieved many successes.

In October, the province organized a high-level working delegation to visit the Russian Federation and South Korea to discuss the construction of a square and the erection of a statue of President Ho Chi Minh in Ulyanovsk, Russia, and to sign a friendship and cooperation agreement with Gyeonggi Province, South Korea; worked with the US Embassy; and held a meeting on border demarcation work. The province also implemented the contents following the conference summarizing the socio-economic development cooperation program between Ho Chi Minh City and Nghe An province; and commenced construction of the Hoa Sen Steel factory in the Nam Cam Industrial Park. Various sectors also prepared content for investment promotion for the VSIP industrial, urban, and service complex project.

At the meeting, many opinions were discussed regarding winter crop production, solutions to boost year-end budget revenue, reviewing upcoming investment promotion activities for large projects, adjusting the boundaries of the Southeast Economic Zone, support mechanisms and policies for Hoa Sen Steel Plant, resolving investment procedures for projects, and controlling fraud in the petroleum business...

Representatives of the Provincial People's Council provided feedback on the draft submission to the Provincial People's Council.

Concluding the discussion on the socio-economic situation, Comrade Nguyen Xuan Duong affirmed: Based on the assessment of the situation over the past 10 months, it is projected that out of the 27 main targets assigned by the Provincial People's Council in the 2014 Plan, one target will be exceeded (the number of communes achieving new rural status), and 24 targets will be met. The Chairman of the Provincial People's Committee requested that all levels and sectors continue to coordinate and research solutions to overcome existing shortcomings; review each goal and task for 2014; and continue to effectively and promptly implement programs and projects under Resolution No. 26-NQ/TW of the Politburo. He also urged continued decisive direction in planting the winter crop, effectively carrying out disease prevention and control for crops and livestock, preventing and mitigating floods, promoting the construction of new rural areas, and completing investment procedures for newly commenced projects. Actively implement the cooperation agreements signed between Nghe An and other units, and actively implement the announcements of Party and State leaders, and ministries and sectors who have visited Nghe An for work.

In the morning, the Provincial People's Committee listened to and gave opinions on the following contents: Draft Resolution of the Provincial People's Council on the level of support for mass mobilization teams in hamlets and villages in Nghe An province, and draft principles for valuing and approving the price framework for various types of land in Nghe An province.
