(Baonghean.vn) - Continuing the working session of the 11th meeting this afternoon (July 14), the Provincial People's Council divided into 8 groups to discuss the socio-economic situation in the first six months of the year, tasks and solutions for the last six months of 2014; presentations and draft resolutions as well as resolving outstanding issues.

Group 7, comprising provincial People's Council delegates elected from three districts: Thai Hoa town, Hoang Mai district, and Cua Lo town, was also present. Attending the meeting were Deputy Chairmen of the Provincial People's Committee Le Xuan Dai and Huynh Thanh Dien, along with representatives from the Departments of Internal Affairs, Natural Resources and Environment, Information and Communications, Construction, the Statistics Department, and the leaders of the three towns. The delegates in Group 7 highly appreciated the socio-economic achievements of the first six months of 2014, highlighting many positive aspects.

However, many delegates expressed concerns about existing shortcomings and limitations. Delegate Le Xuan Dai stated: “Although the economic growth rate in the first six months of the year was higher than the same period two years ago and higher than the national average, it has not yet reached the target of 7-8%. Without decisive leadership and guidance, it will be very difficult to achieve the goals set by the 17th Provincial Party Congress, term 2010-2015.”

Another issue that concerned delegate Le Xuan Dai was the stagnation in poverty reduction efforts. “While in previous years, the average annual reduction in the number of poor households was over 3.1%, in recent years it has only been 2.1% per year. The province set a poverty reduction target one year ahead of the 17th Provincial Party Congress, aiming for a 10% poverty rate by the end of 2014. However, a review at the beginning of 2014 showed that 13.4% of households in the province were poor. Therefore, reducing the number of poor households by 3.4% by the end of 2014 is no easy task. Thus, the task for all levels, sectors, and the political system from the province to the grassroots is to provide decisive leadership, conduct thorough investigations to accurately reflect the reality of poor households, and then invest resources and implement solutions accordingly.”

Also addressing the limitations and shortcomings, delegate Huynh Thanh Dien (Hoang Mai town) acknowledged the situation of scattered investment and outstanding debts in basic construction. According to the delegate: “Although the province has implemented measures to limit investment in some projects, avoiding scattered investment and outstanding debts in basic construction, the management process still faces some unavoidable issues that require investment while funding is not being supplemented.” Continuing this issue, delegate Le Dinh Ty (Cua Lo town) pointed out the current situation: Currently, in Cua Lo town, there are quite a few projects that, if upgraded, would bring significant socio-economic benefits, such as the road connecting National Highway 46 through Nghi Tan ward to Cua Lo Port; Road No. 3 and Canal No. 3…, but these projects remain uninvested… The solution to avoid scattered investment is to select projects with high economic efficiency and value to focus investment on.

In addition, many delegates in Group 7 raised several issues and suggested solutions to address the low proportion of agricultural and livestock production value; the slow handover and return of the power grid and the poor quality of electricity in rural areas; the slow progress in issuing land use rights certificates, house ownership certificates, and certificates for assets attached to land in apartment buildings and urban areas; the quality of transportation infrastructure; and the ineffective management of mineral exploitation activities and environmental protection...
