Focus on resolving long-standing problems related to land management and use

Resolution No. 37 is the concretization of "Continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country".
The Resolution sets out five key tasks and solutions, focusing on fundamentally resolving the limitations, shortcomings, and long-standing problems related to land management and use. Specifically:
Regarding the management and use of land originating from state-owned agricultural and forestry farms, in the period of 2023 - 2025, the Ministry of Natural Resources and Environment shall preside over and coordinate with the Ministry of Agriculture and Rural Development and the People's Committees of provinces and centrally-run cities to review, summarize and evaluate the results of the implementation of policies and laws on land originating from state-owned agricultural and forestry farms, the management and use of land by agricultural and forestry companies, and the management and use of land funds originating from agricultural and forestry farms that have been handed over to localities.
The People's Committees of provinces and centrally run cities are responsible for organizing implementation and handling of limitations, shortcomings, and problems related to land originating from state-owned agricultural and forestry farms in the localities, to be completed by 2025.
Regarding land originating from the arrangement of state-owned headquarters and working facilities, relocation of production facilities, public service units, equitization and divestment of state-owned enterprises, in the period of 2023 - 2024, the Ministry of Finance shall preside over and coordinate with relevant ministries and branches to review, summarize and evaluate implementation results and submit to the Government for promulgation of a Decree to handle limitations, shortcomings and difficulties related to land related to: Auctioning land use rights when rearranging state-owned headquarters and working facilities to switch to economic development purposes to ensure compliance with approved land use planning and plans; land of production facilities and public service units that have been relocated from large urban centers; land recovered from equitization and divestment of state-owned enterprises, etc.
