Focus on preventing and controlling rice leaf roller pests in the 4th crop
(Baonghean.vn) - On July 16, 2014, the Department of Agriculture and Rural Development issued Official Letter No. 217/SNN-TT to the Chairman of the People's Committee of districts, cities, towns, and the Head of the Nghe An Plant Protection Sub-Department on focusing on preventing and controlling small leaf rollers that harm the 4th crop of rice. The content of the Official Letter is as follows:
According to the report of the Plant Protection Department, currently on the summer-autumn rice - season 2014, the 4th generation of small leaf rollers has arisen and caused damage at high density, on a large scale in many districts in the province. The whole province currently has over 53,148 hectares infected with the worms, of which 29,631 hectares are heavily infected, with a common density of 50 - 100 insects/m2, high places 200 - 300 individuals/m2, individually 500 - 700 fish/m2Currently, the worms are mainly at the first and second instars. In the coming time, the fourth instar larvae will continue to arise and cause serious damage on a large scale in summer-autumn rice from the late tillering to panicle initiation period, and in winter-spring rice during the tillering period, and the risk of affecting rice yield is very high.
Therefore, to promptly and effectively prevent the 4th generation of small leaf rollers and successfully protect the 2014 summer-autumn rice production, the Department of Agriculture and Rural Development requests the Chairmen of the People's Committees of districts, cities, towns, and the Heads of the Plant Protection Sub-Departments to pay attention to and organize the implementation of the following contents:
1. Chairman of People's Committee of districts, cities and towns:
- Direct the effective implementation of the contents of Official Dispatch No. 14/CD-UBND dated July 14, 2014 of the Provincial People's Committee on preventing and controlling small leaf rollers that harm rice in the summer-autumn crop of 2014.
- Focus on directing the functional departments and branches in the area to closely follow the grassroots to organize propaganda and direct farmers to spray timely and effectively against the 4th generation of small leaf rollers that harm rice; according to the instructions of the Plant Protection Department and plant protection stations. The most effective time to spray against the 4th generation of small leaf rollers is from now until July 20, 2014.
- Strengthen inspection and strictly handle violations in the trading of plant protection drugs to avoid the use of poor quality drugs.
- Consider allocating local budget to support farmers in purchasing pesticides for the 4th generation of small leaf rollers.
- Direct the Department of Agriculture and Rural Development to coordinate with the plant protection station to report the situation of the 4th generation of small leaf rollers causing damage and the area sprayed daily to the Plant Protection Department at 4:00 p.m. by email or fax.
2. Head of Plant Protection Department:
- Assign the branch leaders and professional staff at the branch office to give specific instructions in each district, city and town to coordinate with the People's Committees of districts, cities and towns to direct farmers to promptly and effectively control the 4th generation of small leaf rollers. At the same time, assign permanent staff at the branch office to summarize the pest situation and spraying results in localities, report to the Director and Deputy Director in charge of the Department at 5:00 p.m. every day.
- Strengthen inspection of the circulation and use of pesticides in the area to promptly detect and prevent the trade of poor quality pesticides and expired pesticides.
- Closely coordinate with mass media agencies to regularly inform about the emergence, development and damage of pests and propagate, recommend and guide farmers on timely and effective prevention measures.
The Department of Agriculture and Rural Development requests the Chairmen of the People's Committees of districts, cities and towns; and the Heads of the Plant Protection Sub-Departments to urgently organize and implement the above contents.
