(Baonghean.vn) - This morning, September 30th, under the chairmanship of Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee held its regular September meeting to hear and give opinions on several important issues. Also attending the meeting were representatives from the Central Organization Committee and the Central Inspection Committee; members of the Provincial Party Committee Standing Committee: Tran Hong Chau, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Le Quang Huy, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Committee Standing Committee; and representatives from several relevant departments.

Overview of the session

Opening the working session, on behalf of the provincial People's Committee leadership, Comrade Le Xuan Dai, Standing Committee member and Permanent Vice Chairman of the Provincial People's Committee, reported on the socio-economic situation in the first nine months of the year and the tasks and solutions for the remaining months of the year.

Accordingly, in the first nine months of the year, the economic growth rate reached 6.95%, higher than the growth rate in the same period last year. The new rural development program was focused on. To date, 77 communes have met the standards (59 communes have been officially recognized and 18 communes are completing the procedures); the average for the entire province is 11.72 new rural development criteria per commune. Production and business continued to develop. Budget revenue is estimated at VND 6,106.62 billion, reaching 74.6% of the projected target, an increase of 13.9% compared to the same period last year. Total social capital mobilization is estimated at VND 31,242.3 billion, equivalent to 76.5% of the plan, an increase of 12.9% compared to the same period last year. In the first nine months of 2015, 131 investment projects were registered for new approval and adjustments, with a total capital of over VND 38,614 billion. Many key projects have commenced construction, expected to create a breakthrough for the province's development, especially the VSIP Nghe An Industrial, Urban and Service Complex project.

Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a speech emphasizing solutions to achieve the targets and objectives for 2015.

The socio-cultural sector achieved many positive results: 99 students were recognized as outstanding students at the national level, ranking third nationwide; and 3 students won international and regional awards. Vocational training, job placement, and social security were given priority and achieved many positive results. National defense and security were maintained, and social order and safety were ensured.

Comrade Tran Cong Duong, Standing Committee member and Chief of the Provincial Party Committee Office, delivered a speech.

Regarding the socio-economic situation, after hearing the opinions of the members of the Provincial Party Standing Committee, the Provincial Party Secretary concluded by highly appreciating the efforts of all levels and sectors in implementing political tasks. He also noted the need to focus on resolving outstanding tax debts, land-related issues for businesses; the slow progress in assessing and recognizing communes that have achieved new rural standards; and the continued occurrence of forest fires, deforestation, illegal mining, and environmental pollution in many areas. Regarding tasks from now until the end of the year, the Provincial Party Secretary emphasized the need to focus on directing the completion of the 2015 plan targets and objectives; promoting the development of agriculture, forestry, and fisheries; accelerating the progress of new rural construction; proactively addressing flood and storm prevention; preparing for the Provincial Party Congress on October 12-14; and focusing on accelerating the construction progress of key projects. Comrade Dinh Thi Le Thanh, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, presented the draft school milk program proposal.

Also during the morning session, the Standing Committee of the Provincial Party Committee continued to listen to and give opinions on three important issues. Regarding the draft plan for school milk programs in Nghe An province for the period 2015-2020, the Provincial Party Secretary concluded that it needs to be implemented on a pilot basis with an appropriate management mechanism.

Next, the Standing Committee of the Provincial Party Committee listened to and commented on the draft of the second design plan for the construction of the upgraded Ho Chi Minh Memorial House at the Kim Lien historical site, linked with tourism development.

Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, contributed his remarks to the draft design proposal for the Ho Chi Minh Memorial House.

Regarding this matter, the Provincial Party Secretary noted that the design unit should take into account the contributions of the Standing Committee members to finalize the design drawings, ensuring they are respectful, aesthetically pleasing, and in line with the national traditions and the homeland.

For the remainder of the morning, the Provincial Party Standing Committee listened to and gave opinions on the plan to dissolve the 1st Youth Volunteer Brigade.
