Opening the working session, on behalf of the leaders of the Provincial People's Committee, Comrade Le Xuan Dai, Member of the Standing Committee, Permanent Vice Chairman of the Provincial People's Committee reported on the socio-economic situation in the first 9 months of the year, tasks and solutions for the remaining months of the year.

Accordingly, the economic growth rate in the first 9 months of the year reached 6.95%, higher than the growth rate of the same period. New rural areas are being focused on building. Up to now, 77 communes have met the standards (59 communes have been recognized and 18 communes are completing procedures); the average number of new rural areas per commune is 11.72. Production and business continue to develop. Estimated budget revenue is 6,106.62 billion VND, reaching 74.6% of the estimate, up 13.9% over the same period. Total mobilized capital from society is estimated at 31,242.3 billion VND, equal to 76.5% of the plan, up 12.9% over the same period. In the first 9 months of 2015, there were 131 newly registered and adjusted investment projects, with a total capital of over 38,614 billion VND. Many key projects have started construction, expected to create a breakthrough for the province's development, especially the VSIP Nghe An Industrial, Urban and Service Complex project.

The socio-cultural field has achieved many results: 99 students achieved national excellent student, ranked 3rd in the country; 3 students won international and regional awards. Vocational training, job creation, and social security have been directed with attention and achieved many results. National defense and security have been maintained, social order and safety have been ensured.

Regarding the socio-economic situation, after listening to the opinions of the comrades in the Provincial Party Committee, the Provincial Party Secretary concluded by highly appreciating the efforts of all levels and sectors in implementing political tasks, while noting the focus on resolving existing limitations in tax arrears and land issues of enterprises; the slow progress in appraising and recognizing communes that have met new rural standards; forest fires, deforestation, mineral exploitation, and environmental pollution still occur in many places. Regarding the tasks from now until the end of the year, the Provincial Party Secretary emphasized the need to focus on directing the completion of the targets and objectives of the 2015 plan; promote the development of agricultural, forestry, and fishery production; accelerate the progress of new rural construction; proactively prevent and control storms and floods; prepare conditions for organizing the Provincial Party Congress on October 12-14; Focus on accelerating the construction progress of key works and projects; Building the Socio-Economic Development Plan and State Budget Estimate for 2016...

Comrade Dinh Thi Le Thanh, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee reported on the draft school milk project.

Also in the morning meeting, the Provincial Party Committee continued to listen to and give opinions on three important contents. Regarding the content of the Draft School Milk Project in Nghe An Province for the period 2015-2020, the Provincial Party Committee Secretary concluded that it is necessary to conduct a pilot project with an appropriate management mechanism.

Next, the Provincial Party Committee Standing Committee listened to and commented on the second draft of the design project for the construction drawings of the project to upgrade the President Ho Chi Minh Memorial House at Kim Lien Relic Site in association with tourism development.

Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, gave a speech contributing to the Draft design project of President Ho Chi Minh Memorial House.

Regarding this content, the Provincial Party Secretary noted that the design unit needs to pay attention to the comments of the comrades in the Standing Committee to complete the design drawings to ensure respect, aesthetics, and conformity with the national traditions of the homeland.
