Concentrate maximum resources, remove all bottlenecks and bottlenecks to implement key projects and important national projects in the railway sector.
Prime Minister Pham Minh Chinh requested ministries, branches and localities to focus maximum resources, remove all bottlenecks and bottlenecks, overcome difficulties and challenges to deploy key works and important national projects in the railway sector to ensure progress and quality.
On the morning of July 9, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Steering Committee for key projects and important national railway projects, chaired the online conference of the 3rd meeting of the Steering Committee.

At Nghe An bridge, comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee chaired. Also attending were representatives of leaders of provincial departments, branches, sectors and localities where the railway passes through.

National key projects
At the conference, the Ministry of Construction presented a summary report on the implementation of key projects and important national projects in the railway sector, including: Lao Cai - Hanoi - Hai Phong railway project; Hanoi - Lang Son and Hai Phong - Mong Cai railway lines; North-South high-speed railway project; Hanoi and Ho Chi Minh City urban railway projects.

Since July 1, 2025, a number of provinces and cities have merged, streamlined their apparatus and implemented the 2-level local government model, with changes in members, so localities are consolidating the Steering Committee to implement according to the approved plans and projects.
As for the North-South high-speed railway project, it is a national key project with a total length of about 1,541 km, a design speed of 350 km/h, 23 passenger stations, 5 freight stations; investing in vehicles and equipment to transport passengers, meeting dual-use requirements for national defense and security, the project passes through 15 provinces and cities. Currently, 10/15 localities have reviewed resettlement needs, 6/15 localities have made implementation plans.

In Nghe An, the high-speed railway line passing through the area is about 85.5 km long, the project route is mainly located between the North-South expressway and National Highway 1. The project passes through 18 communes and wards including: Hoang Mai, Quynh Van, Quynh Son, Quynh Luu, Hung Chau, Duc Chau, Quang Chau, Minh Chau, Dien Chau, An Chau, Tan Chau, Dong Thanh, Than Linh, Nghi Loc, Yen Trung, Hung Nguyen, Hung Nguyen Nam and Lam Thanh. Vinh Station is the main railway station located in Hung Nguyen commune, west of Vinh bypass and east of the North-South expressway.
On June 30, 2025, Nghe An Provincial Party Committee established the Steering Committee and the Steering Committee's Working Group for site clearance of the North-South high-speed railway project through Nghe An province.

Nghe An Provincial People's Committee has directed specialized agencies to work with localities where the high-speed railway passes through to determine the scope of impact, the number of resettled households, propose resettlement areas, etc. At the same time, the Department of Finance has been assigned to advise on local budget allocations to implement resettlement areas; direct localities to disseminate information to households; organize statistics, estimate the number of households with affected residential land and the expected resettlement areas and issue documents to direct the implementation of resettlement areas.
Accordingly, the number of affected residential areas is about 38 clusters; the number of affected households is expected to be about 2,150; it is expected that about 1,942 households will have to resettle; it is expected to build about 30 resettlement areas with a construction area of about 102.69 hectares with a total cost of about 1,440 billion VND.
Focus maximum resources
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: These are important national projects, of strategic significance in the development of transport infrastructure and the driving force for socio-economic development of the whole country. With the characteristics of the works, the investment projects to build new railway infrastructure have a very large scale, total investment, high technical requirements, especially the high-speed railway on the North-South axis, which is being deployed for the first time in Vietnam.

The Prime Minister pointed out 3 key tasks and assigned 48 specific tasks to ministries, branches and localities to focus on implementing and speeding up the progress of project implementation.
Accordingly, the Prime Minister requested that the members of the Steering Committee continue to promote a high sense of responsibility, and that the assignment of tasks must ensure 6 clarity: "clear people, clear work, clear time, clear responsibility, clear product, clear authority"; "far-sighted, think deeply and do great things".
Emphasizing the importance of compensation, resettlement support and site clearance, the Prime Minister requested local Party committees and authorities to quickly deploy and relocate technical infrastructure, paying special attention to resettlement work and supporting production stabilization so that people have new places to live, new jobs, and new livelihoods that are at least equal to and better than their old places.

"If the site clearance work is good and the project preparation is good, the implementation will be good. If the site clearance is blocked and resettlement is problematic, the work will be stuck," said the Prime Minister. "Ministries, branches and localities need to focus maximum resources, remove all bottlenecks and bottlenecks, overcome difficulties and challenges to complete assigned tasks," the Prime Minister emphasized.
The Prime Minister emphasized that the Steering Committee needs to urge and inspect; local ministries and branches need to proactively issue decisions on implementation based on their functions and tasks to ensure progress and efficiency in organizing and implementing project works.

The Prime Minister noted that the ministries, branches and localities that have been assigned tasks must proactively organize and implement, not wait, rely, beat around the bush, or fear responsibility; must concretize into decisions and legal documents of the ministries and branches, without delay, because the Party has directed, the Government has agreed, the National Assembly has agreed, the People are expecting, only discuss and do, not retreat, do synchronously, starting from the interests of the Party, State, and People, fighting negativity, waste, and group interests...

At the conference, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province requested departments, branches and localities where the project passes through to actively coordinate in implementing compensation, support, resettlement, and handover of land to ensure the progress and quality of the high-speed railway project passing through the area.
The provincial steering committee will organize meetings to review, inspect, and direct the removal of problems arising within the province's scope of responsibility and advise competent authorities to handle issues according to regulations during project implementation.
