Focus on propaganda to implement socio-economic development goals for the period 2021 - 2025

The Provincial Party Committee's Propaganda Department requested localities and units in the whole province to focus on disseminating socio-economic achievements in the period of 2016 - 2020, deeply analyzing lessons learned from the 5-year implementation of tasks and solutions for socio-economic development, national finance, and medium-term public investment in the 5-year period of 2016 - 2020.

Thoroughly grasp the development viewpoints, general goals, key targets, 12 tasks and solutions stated in the Conclusion of the 3rd Central Conference and Resolution No. 16/2021/QH15 on the 5-year socio-economic development plan 2021 - 2025, focusing on urgent solutions to both prevent and combat the Covid-19 pandemic and restore and develop the socio-economy, ensuring people's health and lives and social security. Analyze the scientific and practical basis to propose orientations, targets and solutions in the national financial and budget work in the coming time to ensure the mobilization, allocation and effective use of all resources.

Disseminate viewpoints, goals and 05 solutions to implement the medium-term public investment plan for the period 2021 - 2025. Focus on the group of solutions to strengthen leadership, direction, decentralization, delegation of authority, assignment, assignment of tasks, and concretization of responsibilities in public investment; solutions to eliminate projects that are not really necessary, urgent, and ineffective; solutions to remove all arising issues that cause congestion and obstruction in public investment activities, solutions to implement measures to prevent loss and waste in public investment,... to ensure focused, key, synchronous, and modern investment.

Reflecting the implementation of the Conclusion of the 3rd Central Conference and the Resolutions on socio-economic development for the 2021-2025 period of the 15th National Assembly, focusing on disseminating the action program, leadership, direction and administration of the Party, National Assembly, Government, all levels, sectors, the efforts of all classes of people to implement the set goals, clarifying the roles and responsibilities of Party committees, authorities, and leaders in leading and directing implementation.

Propagating progress in institutional improvement, law-making, administrative reform, thrift practice, anti-waste, anti-corruption work, development and application of science and technology, innovation and creativity in production, business, human resource development...

Commend the efforts and creativity of all levels, sectors, organizations, businesses and individuals in implementing socio-economic development goals and urgent solutions to prevent and combat the Covid-19 pandemic in the spirit of Resolution No. 30/2001/QH15, dated July 28, 2021 of the 15th National Assembly, Resolution No. 86/NQ-TW, dated August 6, 2021 of the Government... creating a competitive atmosphere in labor, production and work throughout the Party and the whole society.

At the same time, strongly condemn acts of bureaucracy, corruption, waste, negativity, group interests, loss of state capital, manifestations of "self-evolution", "self-transformation" within the organization... causing bad consequences, hindering the socio-economic development of the country and the province. Timely fight and refute incorrect and hostile information and viewpoints that distort the viewpoints and socio-economic development guidelines of the Party, the State and the socio-economic situation of our country.

Through propaganda and encouragement, the political system, all classes of people and the business community will promote internal strength, promote patriotic emulation movements, take advantage of opportunities, overcome difficulties and challenges, especially in the context of preventing and fighting the Covid-19 pandemic, determined to successfully implement the Resolution of the 13th National Congress of the Party, the Conclusion of the 3rd Central Conference of the 13th Party Central Committee and the Resolutions on socio-economic development for the 2021-2025 period approved by the 15th National Assembly, the first session right from the first year of implementation./.
