Focus capital on key projects to make construction investment effective.

(Baonghean.vn) - On the afternoon of October 14, after inspecting a number of basic construction investment projects in Yen Thanh, the Standing Committee of the Provincial People's Council led by Comrade Nguyen Xuan Son - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the People's Council had a working session with local government leaders. Also attending the meeting were representatives of the Department of Planning and Investment, the Department of Finance and the State Audit Office of Region II.

Leaders of Yen Thanh District People's Committee reported on the results of basic construction investment implementation in 2012, 2013, 2014.

Statistics of total capital investment in basic construction (C&ID) of Yen Thanh district in 3 years 2012-2014 is 909.49 billion VND. The number of works and projects approved by the province according to the plan for 2012-2014 is 166 works, in addition there are 18 works and projects transferred from 2011 to 2012. In general, all approved works have completed site clearance and handed over the site to the contractor. However, the construction progress is still slow, some works are being postponed due to debt of C&ID investment capital. Currently in the district there are 173 works that have not been allocated enough capital (including works using budget capital and other capital sources).

Questioning district leaders about basic construction investment work

Most notable are the construction projects, upgrading traffic infrastructure and consolidating schools. Due to the characteristics of Yen Thanh district, which has a large area (450km2), is a low-lying plain and inherits a combined traffic and irrigation infrastructure system, most of the local traffic infrastructure has now degraded or does not meet the needs of use. The most common problem is the small capital allocation, causing slow construction progress, unsynchronized construction process; project phases and cuts due to lack of capital. For example, the project to upgrade Road 33 has a total investment of over 100 billion VND, but the capital allocated each year is only 2 billion VND. Or the De Vien - Vinh - Khanh - Long - Nhan - Town project has high efficiency but the construction progress is still slow due to capital cuts.

The school consolidation program in Yen Thanh has approved 61 categories since 2008 up to now, most of the projects have been completed but some have not been finalized due to capital debt (only 60 billion out of the total 80 billion has been granted). However, some projects have not been completed due to lack of capital. In particular, there is 1 project that has not been implemented, which is Thinh Thanh kindergarten; 4 projects that are likely to be unable to continue construction due to lack of capital arrangement are: Cong Thanh secondary school, My Thanh secondary school, Tien Thanh primary school, Long Thanh kindergarten. Based on the practical situation, the district recommends to the People's Council solutions to prioritize allocating enough investment capital for key projects and unfinished construction; support enterprises to complete finalization; quickly deploy documents guiding the implementation of investment and management of construction investment.

After listening to the opinions of the members of the monitoring delegation, comrade Nguyen Xuan Son concluded: The district has made remarkable efforts in implementing the construction investment plan according to the Resolution of the Provincial People's Council; timely completing the disbursement work, closely monitoring and consciously resolving construction debt, organizing bidding and selecting contractors... In particular, the initiative to assign the local authorities where the construction project is located to be responsible for mobilizing effective site clearance is a bright spot in construction in Yen Thanh. However, the district needs to pay attention to the establishment of a project management board, focusing from now until the end of the year on completing the 2014 construction investment plan. There are still many unfinished construction projects, construction phases, total investment adjustments,... these are limitations that the district needs to pay special attention to so that construction investment work can achieve better results.
