Steel hull ship 67 has a bad engine
The authorities have assessed that 17 steel-hulled fishing boats built by fishermen in Binh Dinh province under Program 67 were equipped with equipment that did not match the design documents. In particular, some boats were equipped with floating engines and old engines that had been “retouched”. Check where, detect that violation
On June 2, 2017, the Chairman of the Provincial People's Committee issued a decision to establish an appraisal working group to clearly determine the quality, value, origin of products and operating features of the hull, engine and marine equipment, and exploitation of 17 fishing vessels with requests and petitions from fishermen. These fishing vessels have been stuck on shore for several months now.
Mr. Tran Van Phuc, Deputy Director of the Department of Agriculture and Rural Development of Binh Dinh province, said that based on the records and documents of the commercial banks with which the fishermen signed loan contracts under Decree 67, the appraisal team determined that there were 5 steel-hulled fishing boats built by Dai Nguyen Duong Company Limited with steel originating from China and 12 steel-hulled fishing boats built by Nam Trieu Company Limited with steel originating from Korea.
Through inspection, 12 ships' hulls were rusted, 5 ships' hulls, cabins, and deck equipment were heavily rusted, seriously degraded compared to ships built and operating at the same time.
Checking the ship's construction records, it shows 9 Mitsubishi main engines with a capacity of 940 HP and 4 S6R-MPTA engines with a capacity of 811 HP. However, in reality, the details: fresh water air-cooled condenser, external seawater pump, reworked cooling pipe system...
The above details come with asynchronous motors and are not suitable for the operating principles of Mitsubishi marine engines. Most of these main engines are unstable. Mitsubishi has confirmed in writing that it does not produce engines with the model and capacity as stated on the engine decal.
Obviously, this is an act of swapping the shipyard's engines, installing floating engines of unknown origin. There are 3 main engines of Doosan brand, 880PS capacity, the Doosan main engines have the synchronous structure of marine engines. However, during operation, they are unstable and overheat.
Through inspection, there were 25 auxiliary engines installed on 17 steel-hulled ships. Of these, 10 were Mitsubishi - Japan, 2 engines had no labels, only hidden numbers.
Check the actual situation and compare with the records: there is 1 auxiliary engine of CUMMINS brand made in China, 2 auxiliary engines do not have labels showing engine parameters, only have the serial number stamped.
Regarding marine equipment, 2 horizontal sounders had broken probe systems and could not be used; the horizontal fish sounder had a broken probe control system.
Checking the storage system of 17 ships, 14 ships were found to have water stagnation, poor heat retention, uneven foam pumping, and rust...
Early machine replacement, equipment repair
The problem is that, previously, the main engines installed on the ships were all inspected by inspectors before installation and confirmed to be 100% new. Now, it has been discovered that the engines are floating, the old engines have been "retouched", clearly the responsibility of the inspection agency.

At the meeting, Mr. Dao Hong Duc, Director of the Fishing Vessel Inspection Center of the General Department of Fisheries admitted: “Clearly, there are mistakes made by the inspectors who have not closely monitored all the parts related to the actual presence or absence of machinery problems. Therefore, there are details of manufacturing and then counterfeiting very sophisticatedly that the inspectors cannot identify. In the future, we will review very clearly the process and implementation methods of the inspectors, and improve the capacity of the inspectors.”
To overcome this problem, the Working Group proposed that Nam Trieu Company Limited replace all 10 main asynchronous engines for fishing boats. Provide documents proving the differences in machine symbols between the records and the reality of the 3 genuine Doosan engines. Fix and repair damaged auxiliary engines.
For the hull, Nam Trieu Company Limited and Dai Nguyen Duong Company Limited are requested to clean the surface and repaint it according to the steel hull maintenance procedure for rusty ships.
If the ship's shell plating inspection does not meet grade A steel standards, the entire ship will be re-inspected and re-evaluated, and the shell plating inspections that do not meet grade A steel standards will be replaced.
If the ship owner and the facility agree, the shipyard must return the price difference between Korean or Japanese steel and Chinese steel to the ship owner.
Mr. Nguyen Huu Hung - Deputy General Director of Nam Trieu Company committed to the local authorities and ship owners to soon replace 10 unsuitable marine engines installed on the boats of Binh Dinh fishermen. At the same time, the company will replace unsuitable equipment and repaint the boats for fishermen as soon as possible.
Meanwhile, Dai Nguyen Duong Company Limited, although invited, did not attend the meeting, so its opinion has not been recorded.
