Previously, on the afternoon of November 21, Mr. Hoang Trong Nghia, a police officer from Lang Thuong Ward, was on duty to direct traffic to prevent congestion at the gate of the National Children's Hospital when he discovered a taxi with license plate 29A... driven by Hoang Van Duy stopping to pick up passengers in a place with a no-stopping sign, so he signaled the driver to stop, but the driver refused to comply.
Seeing that, the male police officer approached and asked the driver to stop the car, but Duy rolled up the window, grabbed the police officer's hand and accelerated straight, causing the police officer to be dragged on the road. A short distance later, the police officer's hand slipped from the window and fell, and the driver fled. The victim was taken to the Transport Hospital by local people for treatment.
