Inheriting tradition, firmly building on fundamental achievements

Tay Hieu Ward was officially established under Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the Standing Committee of the 15th National Assembly, merging the entire area and population of Quang Tien Ward, Nghia Tien Commune and Tay Hieu (old).

With a natural area of ​​43.96 km², a population of 24,698 people, of which 160 are Catholic (0.65%) and 3,299 are ethnic minorities (13.36%), Tay Hieu converges cultural diversity and development potential.

The ward Party Committee was established on July 1, 2025 according to Decision No. 3671-QD/TU dated June 18, 2025 of the Nghe An Provincial Party Executive Committee, including 48 grassroots party organizations and affiliated party cells with 1,718 party members.

During the 2020-2025 term, the three old administrative units faced many challenges, especially the severe impact of the Covid-19 pandemic. However, the Party Committee, government and people united, innovated, and effectively implemented the Party's resolutions, achieving many outstanding results.

Party building work has been strongly innovated. The Party Committee organized 36 conferences to disseminate resolutions and directives of the Central Committee and higher levels, along with three extensive political activities on the works of the late General Secretary Nguyen Phu Trong and the content of the new development era of General Secretary To Lam. Nearly 2,000 positive articles were posted on social networks, attracting hundreds of thousands of interactions, contributing to "greening" information, orienting public opinion and stabilizing people's thinking.

Political and ideological education work was promoted, associated with studying Ho Chi Minh's ideology, morality and lifestyle according to Conclusion No. 01-KL/TW and Resolution No. 4 of the Central Committee (13th tenure). 8 collective models and 6 individual models of "studying and following Uncle Ho" were built, creating a clear change in the morality and lifestyle of cadres and party members. The work of fighting against wrong viewpoints, preventing "self-evolution" and "self-transformation" was vigorously deployed, contributing to protecting the Party's ideological foundation. The compilation of Party and local history was focused on, helping people understand more deeply about the revolutionary tradition of their homeland.

The organizational structure was streamlined according to Resolutions 6, 18-NQ/TW, 19-NQ/TW (12th tenure), with a strict process of evaluating and classifying party organizations and party members. The work of developing party members and consolidating grassroots party organizations was carried out effectively, improving leadership capacity and fighting strength. The post-merger political system quickly stabilized, ensuring smooth operations, meeting the requirements of tasks in the new period.

The socio-economic situation has achieved many remarkable results. Agriculture has shifted towards modernity, applying high technology, linking value chains, with effective production models such as fruit tree planting and large-scale livestock farming. Industry and services have made breakthroughs, attracting many investment projects, creating stable jobs for people. Traffic infrastructure, schools, and medical stations have been invested synchronously, contributing to improving material and spiritual life.

Culture, education, and health have made many strides, with schools meeting national standards, high health insurance coverage, and disease prevention being implemented systematically. National defense and security have been maintained, the movement of the entire people to protect the Fatherland has spread strongly, creating a stable environment for development.

Those achievements are not just numbers, but are vivid proof of the spirit of solidarity and the will to overcome difficulties of Tay Hieu people - hardworking, creative people, always looking towards a bright future.

Breakthrough to become a dynamic city

The first Congress of Tay Hieu Ward Party Committee, term 2025 - 2030, with the motto "Solidarity - Innovation - Creativity - Breakthrough - Development", set an ambitious goal: to turn Tay Hieu into a dynamic urban area of ​​the Northwest region of Nghe An. This is the political determination of the entire Party Committee, government and people, towards a modern, civilized Tay Hieu, rich in cultural identity.

By 2030, Tay Hieu commune strives to achieve an average economic growth rate of 12-15%/year, an average income per capita of 120-150 million VND, a strong economic structure shift with the proportion of agriculture below 25%. The poverty rate will decrease to below 1%, trained labor will reach 85%, health insurance coverage will reach 98.26%, social insurance will reach 45%, and the rate of people accessing the Internet will reach 95%.

To realize the goal, Tay Hieu commune focuses on three strategic breakthroughs. First, developing a green and sustainable economy. Promoting high-tech agriculture, linking value chains, building OCOP product brands; attracting investment in industry, logistics services and industrial clusters, creating new jobs for 300-350 workers each year.

Second, complete modern urban infrastructure. Invest in inter-regional transportation, model residential areas, smart broadcasting systems; apply digital technology and digital signatures in administrative management. Strive for 60% of blocks to meet cultural standards, 98% of cultural families, and 85% of sports families.

Third, improve the quality of life and social security. Expand the Northwest Regional General Hospital to 700 beds, invest in modern medical equipment; enhance vocational training, support vulnerable groups; preserve the cultural identity of ethnic minorities, and build the unique cultural features of Tay Hieu.

National defense and security are firmly consolidated. Building a national defense posture associated with people's security, improving the quality of militia and reserve forces. Strengthening the fight against crime, drugs, gambling, and illegal credit; ensuring network security, economic security, and promptly resolving complaints and denunciations, preventing hot spots from arising. The movement of the entire people to protect the Fatherland is widespread, creating a foundation for sustainable development.

With the spirit of solidarity and aspiration to rise, Tay Hieu is not just a newly established ward. It is the image of a future urban area, where modern life blends with cultural identity, where people join hands to build a rich and beautiful homeland.
