Assessing political standards of 181 officials under central management

At the online conference of the Party Building Organization Sector held on the afternoon of March 2, the Central Organizing Committee said that in February and the first two months of 2020, the entire Party Building Organization Sector completed 3/10 projects and tasks according to the 2020 Work Program of the Politburo and Secretariat.

The work of preparing and organizing Party Congresses at all levels towards the 13th National Party Congress has been carried out seriously and closely, including successfully organizing 295 grassroots-level model congresses; developing a plan to organize 1,174 grassroots-level model party congresses and 92 upper-level model party congresses in the first and second quarters of 2020.

In the first two months of the year, the sector has advised on the appraisal of 138 personnel under the Central management to submit to the Politburo and the Secretariat for decisions on assignment, rotation, designation, appointment, and nomination. At the same time, it has appraised the political standards of 181 cases under the Central management. It has organized two training courses to provide new knowledge for 86 strategic-level planning cadres of the XIII term.

Regarding the tasks of March, the Party Organization and Construction sector will organize well the Party Congresses at all levels towards the 13th National Party Congress, in conjunction with promoting the effective implementation of political tasks of localities, agencies and units. In particular, advising on the quality completion of summary reports; continuing to develop the Project on standards, criteria, and number of delegates of localities, agencies and units attending the 13th National Party Congress.

The sector continues to review the planning of Party committees at all levels, proactively advise on the mobilization, rotation, and arrangement of cadres associated with personnel work at Party committees at all levels for the 2020-2025 term; advise on preparations for organizing Party Congresses at their level and monitor, grasp the situation, and direct lower-level congresses, especially grassroots congresses, to draw experience in the first quarter of 2020.

Another important task is that the sector continues to effectively implement the Central Resolutions on Party building and organization work in conjunction with the preparation work for Party Congresses at all levels towards the 13th National Party Congress.

Promote the consolidation, arrangement, streamlining of the organizational apparatus and streamlining of staff associated with restructuring of the contingent of cadres, civil servants and public employees in the political system in accordance with the actual situation. Develop a system of lists and job descriptions of cadres, civil servants and public employees in the political system...

Ensure to find the right person for the right job

Speaking at the conference, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission Pham Minh Chinh noted that time passes very quickly, Party building and organization work is increasing, requiring accuracy and timeliness, especially when resources and qualifications are limited, unexpected incidents often occur, and the COVID-19 epidemic situation is complicated.

He requested that Party committees at all levels must be more focused, more attentive, and invest more effort in leadership and direction. The entire Party Organization and Construction Sector must be determined and unanimous in implementing the motto of joining hands to resolve issues related to the organization of Party Congresses at all levels.

In the coming time, localities and units will proactively learn from the experience of organizing Party cell congresses, promote good points, overcome limitations to organize grassroots Party congresses in accordance with procedures and conditions, promote the spirit of democracy, mobilize collective intelligence, and ensure the right personnel are found for the right job.

The Head of the Central Organizing Committee requested that the entire sector should uphold the spirit of self-awareness and self-respect in personnel advisory work, be truly united, loyal, honest, exemplary, transparent, and proficient in personnel work, and select virtuous and talented people for Party committees at all levels. The agencies advising Party committees need to strictly implement Regulation No. 205 of the Politburo; resolutely and persistently fight to prevent, repel, and eventually end the situation of "buying positions" and "buying power".
