Appraisal of new rural construction in 3 communes of Quynh Luu

(Baonghean.vn) - The Office of the Provincial Steering Committee for New Rural Development has just organized an assessment of the results and recognized the new rural standards of Quynh Ngoc, Quynh Yen, and Quynh Ba communes (Quynh Luu) in 2016.

* CommuneQuynh NgocThere are 1,230 households with 5,350 people, distributed in 13 hamlets. Implementing the National Target Program on New Rural Construction, Quynh Ngoc commune has had clear changes. 100% of inter-commune roads and commune axes are concreted to standards, 100% of inter-village roads and village roads are hardened, clean, and not muddy in the rainy season. The irrigation system has been solidified, reaching 13.9km/16.1km, reaching 86.3%, basically meeting production requirements, ensuring proactive irrigation.

According to the assessment council, Quynh Ngoc's cultural facilities meet the required standards.

The rate of households using electricity and using electricity safely regularly reaches 100%. Primary and secondary schools are recognized as meeting national standards in terms of facilities, and kindergartens are in the process of completion. Cultural facilities meet the required standards. The commune health station is being newly built with a 2-storey building with 16 functional rooms, which will be completed and put into use in 2016. Residential houses are solid, increasingly spacious and modern.

Average income per capita in 2015 reached over 23.5 million VND/person/year. The poverty rate decreased to 5.6%. 100% of households used clean water according to national standards. Environmental sanitation was ensured. Social security and order were maintained and stabilized.

Assessment of commune health stations.

After 6 years of building the new rural area, the total cost of the whole commune was nearly 180 billion VND, of which the people contributed 16.54 billion VND.

Based on the synthesis of evaluation opinions of provincial departments and branches, concluding the conference, comrade Vi Luu Binh - Deputy Director of the Provincial Department of Agriculture and Rural Development, Chief of the Office of the Provincial Steering Committee for New Rural Construction highly appreciated the efforts, solidarity, consensus, and unanimity of the cadres and people of Quynh Ngoc commune in the movement to build new rural areas.

As for criterion number 7, which is the market, the appraisal council did not evaluate it because the commune had been approved to switch to building a commercial and service area.

The appraisal conclusion shows that Quynh Ngoc commune has 18/18 criteria meeting the NTM standards and the appraisal team agreed to submit to the Provincial People's Committee Chairman for recognition of meeting the NTM standards in 2016.

*Quynh Yen CommuneOver the past 6 years of implementing new rural construction, many outstanding results have been achieved, the face of the countryside has changed a lot. Average income per capita increased from 12.4 million VND in 2013 to 23.2 million VND in 2016. The poverty rate decreased from 16.3% in 2013 to 4.8% in 2016.

The total resources for building new rural areas of the whole commune reached nearly 238 billion VND, of which the people contributed 16.8 billion VND... From integrating project programs and combining mobilized resources, in 6 years Quynh Yen has upgraded and solidified more than 34 km of the traffic system, reaching nearly 100% and 35 km of main internal roads, reaching 84%...

Roads in the communes of Quynh Luu have been upgraded to facilitate people's travel.

Based on the synthesis of the evaluation opinions of the provincial departments and branches, concluding the conference, Mr. Vi Luu Binh - Deputy Director of the Provincial Department of Agriculture and Rural Development, Chief of the Office of the Provincial Steering Committee for New Rural Construction highly appreciated the efforts, solidarity, consensus, and unanimity of the cadres and people of Quynh Yen commune in the movement to build new rural areas. Through the assessment, he assessed that Quynh Yen commune has a number of criteria that meet the standards at a high level, such as the criteria for planning and planning management, good mobilization of investment capital sources, especially mobilization of internal resources, transportation, irrigation, electricity, markets, and residential housing.

The appraisal conclusion shows that Quynh Yen commune has 19/19 criteria meeting the NTM standards and the appraisal team agreed to submit to the Provincial People's Committee Chairman for recognition of the commune meeting the NTM standards in 2016.

* In Quynh Ba commune,After 6 years of implementing the new rural construction program, the rural appearance of the commune has changed a lot. Essential infrastructure such as markets, transportation, irrigation, education, health care, and cultural facilities have been built and improved. With capital from the superiors, the commune and the people's contributions, the locality has upgraded and solidified a canal system of more than 11km long, reaching over 90%.

Quynh Ba commune cultural house was built spaciously.

Through field surveys and document checks, members of the provincial NTM appraisal council highly appreciated the results that the locality has achieved. At the same time, they pointed out some remaining shortcomings and limitations so that in the coming time, the locality can find ways to overcome, invest and build more completely. In particular, regarding the educational criteria, the locality needs to pay attention to two issues: currently, the total number of preschool students is too large, with an average of 6m2 per child, while the standard is 12m2/child, so it is recommended that the locality needs to have measures to provide land to expand the preschool area. For the primary school facilities under construction with a 3-storey, 12-room design, it is recommended that the locality needs to have a commitment and coordinate with the construction unit to speed up the construction progress to complete in the 2016-2017 school year.
