Previously, regarding the marine environmental disaster that occurred in early April 2016, the People's Committee of Ha Tinh province requested the Department of Natural Resources and Environment, the Environmental Police Department, the Provincial Economic Zone Management Board, Ky Anh town, and the Department of Industry and Trade to conduct a review and report the results to the province before August 15. However, up to now, only the Department of Natural Resources and Environment has held a meeting to organize the review.

Mr. Pham Quang De, Chief Inspector of the Ha Tinh Department of Home Affairs, said: “Currently, only the Department of Natural Resources and Environment has organized a meeting to review. However, only Mr. Dang Ba Luc, Head of the Department of Environmental Protection (Department of Natural Resources and Environment) has received a disciplinary measure of reprimand. The rest have asked to learn from experience.”

Mr. De also said that in the recent environmental disaster incident, the Department of Natural Resources and Environment is one of the first agencies to take responsibility.

Regarding the Department of Natural Resources and Environment, public opinion believes that the first responsibility must be the head of this department. However, at the meeting on August 18, Mr. Vo Ta Dinh only asked to learn from experience.

Mr. De said: “At the meeting, I asked Mr. Dinh to seriously review. However, Mr. Dinh said that the two deputy directors had not yet accepted responsibility, so he should go home and think about it.”

“Such a serious incident happened, but the three key leaders of the department and related branches have only accepted to learn from their experiences, which is not right. Even Mr. Dang Ba Luc's disciplinary action of reprimand is still light, so we are asking them to do it again,” said Mr. De.

Mr. De also said that after receiving the self-criticism reports of relevant individuals and organizations, the Department of Home Affairs will make a report to the Provincial People's Committee. After that, a meeting will be held to consider the forms of review.

“Based on the specific functions and tasks of each individual, then compare with the decrees to see if your responsibility is correct or not. If not, we will continue to ask you to do it again,” Mr. De said.

Previously, on June 30, the Government announced that Formosa was the culprit causing the fish deaths along the central coast from Ha Tinh to Thua Thien Hue; at the same time, it requested clarification of responsibilities and strict handling of organizations and individuals related to this disaster. However, to date, the clarification of responsibilities and handling of related individuals are still slow.
