Section 5,Article 245Land Law 2024 stipulatesamend and supplement Article 129 onAuthority to decide on establishment, dissolution, merger, division, adjustment of administrative boundaries, naming and renaming of administrative unitsas follows:
1. The National Assembly decides to establish, dissolve, merge, divide, and adjust the boundaries of provincial-level administrative units; name and rename provincial-level administrative units.

2. The Standing Committee of the National Assembly decides to establish, dissolve, merge, divide, and adjust the boundaries of district- and commune-level administrative units; name and rename district- and commune-level administrative units.
3. The Government shall submit to the National Assembly and the National Assembly Standing Committee for decision the establishment, dissolution, merger, division, and adjustment of administrative boundaries; and naming and renaming of administrative units prescribed in Clauses 1 and 2 of this Article.”.
