Reviewing drafts submitted to the thematic session of Nghe An Provincial People's Council
On the afternoon of October 10, the Culture - Social Committee of Nghe An Provincial People's Council held a meeting to review a number of draft resolutions in the field of culture - society to submit to the 23rd session (special session), the 18th Provincial People's Council, term 2021 - 2026.
Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; leaders of the Provincial People's Committee Office and a number of relevant departments and branches.
Comrade Chu Duc Thai - Standing Member, Head of the Culture and Social Committee of the Provincial People's Council chaired the inspection.

The Organizing Committee reviewed the draft resolution on adjusting the central budget for implementing the National Target Program on Sustainable Poverty Reduction assigned from 2022 to 2024 in the province. The issue was of interest to the meeting participants and they requested the resolution drafting agency, the Department of Labor, War Invalids and Social Affairs, to clarify the reasons for increasing or decreasing the budget for implementing each project and sub-project content in the same locality and for increasing, decreasing or transferring from one unit to another.

Some opinions have raised concerns about the disbursement rate for some projects, sub-projects and units that have had their funding sources adjusted to increase, and when the funding sources continue to be adjusted to increase, is the ability to "absorb" the policy guaranteed?

The draft resolution raises the issue of adjustment including the two districts of Ky Son and Que Phong. However, previously, the Provincial People's Council issued Resolution No. 16, dated August 29, 2024 on piloting the decentralization mechanism in the management and implementation of national target programs for the period 2024 - 2025. Therefore, it is recommended that the Provincial People's Committee and the Department of Labor - Invalids and Social Affairs review to implement in accordance with the spirit of Resolution No. 16 issued by the Provincial People's Council.

Regarding the Draft Resolution on adjusting the Central budget for implementing the National Target Program on Sustainable Poverty Reduction, assigned from 2022 to 2024 in the province with specific contents.
That is adjusting the budget for implementing a number of projects and sub-projects under the Program within 7 districts: Ky Son, Tuong Duong, Que Phong, Quy Chau, Nghia Dan, Nghi Loc, Nam Dan; the adjusted budget is more than 9.8 billion VND.
At the same time, it is proposed to adjust and reduce the budget for project 2 - diversifying livelihoods and developing poverty reduction models from the Department of Labor, War Invalids and Social Affairs with a total budget of more than 4.8 billion VND to increase for 3 districts: Ky Son, Tuong Duong, Anh Son.

Conducting the review of the draft resolution on adjusting the investment policy of the Phan Boi Chau Memorial Project; the Provincial People's Council's Culture and Social Affairs Committee agreed with the proposed adjustment of a number of works and items. Including the renovation of the memorial house, the exhibition house and converting the function of the exhibition house into a library in the relic; Phan Boi Chau park combined with the Vi and Giam folk singing performance area; performance space; boat dock area; Dan Nhiem village temple area...
Adjusting the project scale does not affect the overall approved planning, does not change the total project investment and project objectives, and is consistent with the conditions for receiving capital from the program to preserve and promote the sustainable values of Vietnamese cultural heritage in the period 2021 - 2030.

The Provincial People's Council's Culture and Social Committee also reviewed and agreed on a draft resolution on adjusting the investment policy of the Hoang Mai Town Medical Center Construction Project (phase 2) to submit to the Provincial People's Council for consideration and decision at the upcoming 23rd session.
Based on the opinions of the members attending the meeting, at the meeting, comrade Chu Duc Thai - Standing Member, Head of the Culture and Social Affairs Committee of the Provincial People's Council agreed to include the draft resolutions in the agenda of the 23rd session, to be submitted to the Provincial People's Council for consideration and decision. The Committee also requested the units to accept the opinions of the members attending the meeting to adjust and supplement the draft before submitting it to the Provincial People's Council.
