Reviewing the draft Resolution on rewards for collectives and individuals with high achievements

Attending the inspection were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Hoang Viet Duong - Vice Chairman of the Provincial People's Council.

The draft Resolution was drafted by the Emulation and Reward Committee in consultation with the Provincial People's Committee to submit to the Provincial People's Council on the basis of amending and supplementing Decision No. 91/2011/QD-UBND and Decision No. 47/2014/QD-UBND.

Accordingly, the province has a reward policy for organizations and groups that achieve high achievements in international, national and provincial competitions in the following fields: education, vocational education, health; culture - tourism; literature and arts; sports; information - communication.

Compared with Decision No. 91/2011/QD-UBND and Decision No. 47/2014/QD-UBND, this draft will abolish some policies and some contents in some policies.

Specifically, the draft proposes not to organize national regional awards, because this award is an intermediate step to national level competitions; not to award movement awards, because the types are increasing, while the provincial budget cannot meet the demand.

At the same time, the draft proposes to reduce the reward level of Ho Xuan Huong Award (from 35 times the base salary of the A tournament, down to 25 times); football tournament (down from 1,000 times, equivalent to 1.3 billion VND for the Gold Medal of the National Championship, down to 400 times)... to ensure fairness in implementing the reward policy for other fields.

Based on the draft, participating in the review at the meeting, besides affirming the necessity of issuing the resolution, many delegates also gave their opinions requesting the drafting agency to consider and consider appropriate amendments and supplements.

Chairman of the Provincial People's Council Nguyen Xuan Son expressed concern that in the draft, in addition to specific policies for each field, there is also a provision for the Chairman of the Provincial People's Committee to decide on higher rewards for cases and awards of exceptional excellence, which is not appropriate. Because the personal authority of the Chairman of the Provincial People's Committee to decide on the level of rewards cannot be higher than the level of rewards decided by the Provincial People's Council.

The Chairman of the Provincial People's Council also requested the drafting agency to review and consider the regulations on rewards for products, works, projects, and awards with group contributions to ensure fairness in terms of each individual's contribution.

In the field of literature and art, the subjects of rewards need to be adjusted to be limited to only the staff in art agencies and units, and expanded to include general workers, because in reality, the number of contract workers in these units also has great contributions to each specific award-winning work and project...

Some delegates also suggested that the drafting agency should consider removing some provisions in the draft, such as abolishing the provision on administrative procedures for proposing rewards; adding transitional provisions to create conditions for implementing the policy after it takes effect; considering the nature of some awards in some fields such as football, IT competitions for officials and civil servants, whether they are movement awards or not when the draft stipulates not to reward movement awards...

Concluding the review, Head of the Culture - Social Committee Ho Phuc Hop pointed out the practical problems and limitations in the implementation of Decision No. 91/2011/QD-UBND and Decision No. 47/2014/QD-UBND, and affirmed that this draft has overcome the above-mentioned problems.

However, the Head of the Department of Culture and Society requested the Provincial People's Committee and the drafting agency to continue to consult with the sectors to reach a consensus on whether the reward subjects are individuals with outstanding achievements or group rewards for awards of collective contribution nature.
