Review of the Resolution on Special Policies for Healthcare Human Resources
(Baonghean.vn) - On the afternoon of November 27th, the Culture and Social Affairs Committee of the Nghe An Provincial People's Council reviewed the submission and draft resolution on some specific policies to support the development of public health human resources in Nghe An province.

At the review meeting, delegates clarified the legal basis for this policy, including its scope, target groups, and support policies. Delegates argued that the health and lives of patients depend greatly on the medical staff; furthermore, to contribute to the goal of building Nghe An into a regional medical center in the North Central region, and to meet the healthcare needs of the province's people, the province needs a specific policy to support the development of public healthcare human resources in Nghe An province.

The delegates also generally agreed with the draft resolution prepared by the Department of Health. Accordingly, the support policy includes initial financial incentives for recruiting university and postgraduate doctors and pharmacists to work in public health units for 5 years or more; training support for recruited individuals working in public health units who are sent to study, research, and complete doctoral dissertations in medicine and pharmacy, specialist doctors II, specialist pharmacists II, masters in medicine and pharmacy, specialist doctors and pharmacists I. In addition, there is a policy to support training for recruited individuals working in public health units who are sent to pursue further university studies, including doctors and pharmacists specializing in advanced training; and a policy to support the costs of contracts for retired doctors.

Concluding the review, Comrade Ton Thi Cam Ha agreed to submit the draft resolution to the Provincial People's Council for consideration at the upcoming 13th session. She also emphasized that the special support policy should prioritize attracting personnel to mountainous areas, ethnic minority communities, and specialized sectors such as tuberculosis and mental health. A commitment to a length of service for healthcare workers eligible for this support policy should be added to the draft resolution. She also requested that the Department of Health coordinate with the Department of Finance to balance resources to ensure the resolution is implemented effectively upon issuance.
