Reviewing the implementation status of the capital construction investment plan for the first six months of the year.

(Baonghean.vn) -On the morning of June 28th, the Economic and Budget Committee of the Provincial People's Council continued its review of reports, proposals, and draft resolutions expected to be submitted at the 11th session of the Provincial People's Council. Regarding the report on the implementation of the capital construction investment plan for the first six months of 2014 and the tasks and solutions for the last six months of 2014, the report shows that in the first six months, the total mobilized capital reached VND 15,825 billion, equivalent to 45.28% of the plan, an increase of 8.6% compared to the same period last year. The volume of implementation and disbursement of capital in the first six months of 2014 was quite good. The total volume of implementation in the first five months reached VND 883 billion, estimated at VND 1,111 billion for the first six months, reaching 58.45% of the plan; disbursement in the first five months reached VND 915 billion, estimated at VND 1,095 billion for the first six months, reaching 57.63% of the plan.

During the review, members of the Economic and Budget Committee pointed out the slow progress of some projects; the issue of outstanding construction debts and the settlement of investment capital have not shown positive progress; the management of attracting and implementing investment projects is not synchronized, causing public dissatisfaction… and analyzed and clarified the causes of existing problems and obstacles, while proposing solutions to accelerate basic construction investment in the last six months of 2014.

Regarding the implementation of the budget revenue and expenditure plan for the first six months of the year and the tasks for the last six months, the report of the Provincial People's Committee shows that state budget revenue in the first six months of 2014 is estimated at 3,429 billion VND, reaching 50.9% of the plan and increasing by 17.6% compared to the same period in 2013. However, the tax debt situation remains high and tends to increase due to the difficulties faced by production units. As of May 31, 2014, the total tax debt was over 870 billion VND, an increase of 15 billion VND compared to December 31, 2014.

Also this morning, the Economic and Budget Committee conducted a review of the Draft Resolution amending and supplementing Resolution 28/2011/NQ-HĐND on policies supporting agriculture and rural areas in Nghe An province, and the Resolution on approving the content of the adjusted general planning project for the construction of Vinh city for the period up to 2030, with a vision to 2050.
