Reviewing the implementation of the construction investment plan for the first 6 months of the year

(Baonghean.vn) -On the morning of June 28, the Economic and Budget Committee of the Provincial People's Council continued to review reports, submissions, and draft resolutions scheduled to be submitted at the 11th session of the Provincial People's Council. Regarding the report on the implementation of the basic construction investment plan for the first 6 months of 2014; tasks and solutions for the last 6 months of 2014, the report shows that the total mobilized capital for the first 6 months reached 15,825 billion VND, equal to 45.28% of the plan, up 8.6% over the same period. The volume of implementation and disbursement of capital for the first 6 months of 2014 was quite good. The total volume of implementation for 5 months reached 883 billion VND, the estimated 6 months was 1,111 billion VND, reaching 58.45% of the plan; the disbursement for 5 months reached 915 billion VND, the estimated 6 months was 1,095 billion VND, reaching 57.63% of the plan.

During the inspection, members of the Economic - Budget Committee pointed out the slow progress of some projects; the problem of debt in basic construction and the settlement of investment capital has not had positive changes; the management of attracting and implementing investment projects is not synchronous, causing public outrage... and analyzed and clarified the causes of the existing problems and difficulties, and proposed solutions to promote investment in basic construction in the last 6 months of 2014.

Regarding the implementation of the budget revenue and expenditure estimates for the first 6 months of the year and the tasks for the last 6 months of the year, the report of the Provincial People's Committee shows that the state budget revenue for the first 6 months of 2014 is estimated at 3,429 billion VND, reaching 50.9% of the estimate and increasing by 17.6% compared to the same period in 2013. However, tax debt is still high and tends to increase due to production difficulties of units. As of May 31, 2014, the total tax debt is more than 870 billion VND, an increase of 15 billion VND compared to December 31, 2014.

Also this morning, the Economic - Budget Committee reviewed the Draft Resolution amending and supplementing Resolution 28/2011/NQ-HDND on agricultural and rural support policies in Nghe An province and the Resolution on approving the content of the project to adjust the general planning for Vinh city construction in the period up to 2030, with a vision to 2050.
