Promotion of IT&T professional officers does not require foreign language or IT certificates

The Ministry of Information and Communications is considering not requiring foreign language or IT certificates when taking exams and considering promotion of professional titles for civil servants specializing in Information and Communications.

According to the latest draft Circular of the Ministry of Information and Communications (MIC), the application for the exam and promotion of professional titles of officials in the field of information and communications does not require foreign language and IT certificates.

The Ministry of Information and Communications is currently drafting a Circular guiding the standards, conditions, content, and forms of examination or consideration for promotion of professional titles of civil servants specializing in Information and Communications.

According to the Ministry of Information and Communications, this draft Circular has been completed to ensure compliance with the Government's regulations on recruitment, use and management of civil servants (Decree No. 115/2020/ND-CP dated September 25, 2020) and has been consulted with the Ministry of Home Affairs as well as relevant agencies many times.

The new draft Circular has many points amended and supplemented compared to the previous draft to ensure clarity, transparency and consistency when organizing exams and considering promotion of professional titles of specialized civil servants.

One of the new contents is that the Circular has detailed regulations on application documents or promotion consideration. Accordingly, there is no regulation on foreign language and IT certificates in the application documents or promotion consideration for professional titles of Information and Communications officials to be consistent with the current Circulars regulating standards for professional titles of Information and Communications officials of the Ministry, because these Circulars only stipulate "having qualifications" in foreign languages ​​and IT but not "having certificates".

According to the Ministry of Information and Communications, the regulations on certificates and foreign languages ​​in computer science when taking recruitment and promotion exams in the past have had many shortcomings. This new regulation of the draft Circular aims to ensure the implementation of the policy of simplifying administrative procedures, eliminating cumbersome and unnecessary regulations, creating favorable conditions for civil servants when taking exams or considering promotion of professional titles.
