(Baonghean.vn) - Continuing the questioning session on the afternoon of July 9th, delegates at the 14th session of the 16th Provincial People's Council discussed issues related to the socio-cultural field.

During the questioning session, the Presidium raised several issues, including: the arbitrary and irregular nature of labor contracts in state administrative agencies and public service units, affecting administrative discipline and the rights of workers; the shortcomings in job placement for ethnic minority students in mountainous districts who studied under the government's scholarship program (Decree 134/ND-CP dated November 14, 2006), with a large number of graduates remaining unemployed; and the slow processing of outstanding applications for those who rendered meritorious services to the revolution.
Ms. Cao Thi Hien, Director of the Department of Internal Affairs, affirmed that in the past period, the Department of Internal Affairs has made efforts to resolve the aforementioned issues and has achieved certain results, while also pointing out some of the causes leading to the current situation.

During the questioning session, there were four instances of questions directed at the leaders of the Department of Internal Affairs, with many expressing concern about job placement for students who attended university under the government scholarship program, particularly from delegates from mountainous districts. Delegate Moong Van Hoi (from Tuong Duong district) questioned the issue of providing employment for students from Tuong Duong who attended university under the government scholarship program but have since moved their household registration to the resettlement area in Thanh Chuong. In response, Ms. Cao Thi Hien, Director of the Department of Internal Affairs, stated that this issue requires coordinated efforts between the Department of Internal Affairs and the two districts of Thanh Chuong and Tuong Duong to find a reasonable solution that protects the rights of these students.
Representative Vi Xuan Giap (representative from Con Cuong district) raised a question about solutions for those who studied under the government scholarship program, implementing a decision to encourage students to work in particularly disadvantaged communes, but when recruitment takes place in these communes, they only receive an additional 10 points as a priority, even though their qualifications are not equal to those of students from lowland areas. The head of the Department of Internal Affairs stated that there are already regulations regarding separate examinations and selection processes for this issue.

Concluding the meeting, Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - requested the Provincial People's Committee to strengthen its guidance on recruitment in agencies, direct units to reorganize their structures, provide training and development to improve quality, build supervisory mechanisms, strengthen inspection and handling of violations, reassess training needs to ensure a rational recruitment system, and provide fair and equitable solutions for those who have contributed to the revolution.
