The water rose to waist level and has not receded yet. Ms. Nguyen Thi Minh, Lien Minh hamlet, Thanh Lien commune, Thanh Chuong, had to temporarily stay at an acquaintance's house higher up for the past 5 days.
“The water level gradually rose so everyone in the neighborhood helped each other move things to higher ground, but all the chickens and ducks were swept away, and several acres of corn and vegetables were submerged in water,” said Ms. Minh. Both of them were staying at relatives’ houses, and the food in the house was gone. Luckily, since the morning of October 3, the youth union and the commune’s shock force came by boat to “supply” vegetables, instant noodles, food, and necessities, so she no longer had to worry about food.

From the evening of September 28 until now, Mr. Le Anh Duc - Deputy Commander of the Thanh Lien Commune Military Command has been drenched in the rain and floods. He said: "We have focused on protecting the dike, building the Dien high dam, the Giang River dike, and the irrigation works have been stable, then we have supported the "evacuation" of livestock, and in the past few days, I have been using a motorboat to supply food and necessities to people in the hamlets that are still isolated. Currently, people are lacking vegetables, so people in the higher hamlets are focusing on harvesting, even buying vegetables to donate and support."

According to Mr. Luu Cong Hiep - Vice Chairman of Thanh Lien Commune People's Committee, the whole commune currently has 2 hamlets with 120 households that are still deeply flooded and isolated, mainly Lien Minh hamlet with nearly 120 households and Lien Phuc hamlet with 4 households, of which 9 households are still deeply flooded.

Since the afternoon of September 30, in addition to allocating a portion of the budget, the commune has directed the Youth Union, Women's Union, etc. to mobilize, collect donations, and use boats to bring food and other necessities to flood victims.
Mr. Le Dinh Thanh - Vice Chairman of Thanh Chuong District People's Committee said: With an average rainfall of 150 - 180mm, some places up to 336mm such as Thanh My commune, Thanh Thuy commune, many communes in Thanh Chuong district have been severely flooded.
Currently, due to the flood control of hydroelectric reservoirs and water flowing from upstream, the water level in the district is receding very slowly. In some communes, the water level is still rising, such as Xuan Tuong, Thanh Khai, Thanh Xuan; water is flooding a large area of many communes, especially in the lower district communes and Bich Hao area. The water is receding very slowly or has not receded yet.

“Currently, each commune has at least 1-3 motorboats. We have directed the communes to organize the evacuation of the elderly and children from flooded areas; mass organizations proactively mobilize and donate food, provisions and necessities, approach and supply people, and be ready to provide medical support when someone is sick; in extremely difficult cases, the district will have a support plan, with the determination not to let people in flooded areas go hungry, lack drinking water and not receive health care,” said Mr. Le Dinh Thanh./.
