Thanh Hoa: Announcement of violations in the rapid appointment of Ms. Quynh Anh

This morning, the Office of the People's Committee of Thanh Hoa province announced the results of the inspection of the appointment of leading civil servants under the authority of the Department of Construction in 2010 - 2015. Specifically, it concerns the case of Ms. Tran Vu Quynh Anh (born in 1986), who was quickly appointed as Head of the Department of Housing Management and Real Estate Market.

Regarding Ms. Quynh Anh's "lightning fast career path", the Inspection Result Notice signed by Chief of Office of Thanh Hoa Provincial People's Committee Ngo Hoang Ky clarified as follows:

On May 7, 2013, the Chairman of Thanh Hoa Provincial People's Committee issued Decision 1469/QD-UBND approving the results of the 2012-2013 civil servant recruitment exam for specialist positions, including the list of successful candidates for Ms. Tran Vu Quynh Anh.

On September 13, 2013, the Chairman of the Provincial People's Committee issued Decision No. 3212/QD-UBND approving the results of civil servant recruitment for the specialist position in 2012-2013, in which Ms. Quynh Anh was recruited as a civil servant to the Department of Construction.

On September 27, 2013, the Director of the Department of Construction issued Decision No. 2991/QD-SXD to recruit civil servants for Ms. Quynh Anh, working at the Department of Housing Management and Real Estate Market, from September 30, 2013.

According to the inspection results, the recruitment of Ms. Quynh Anh into civil service was "in accordance with regulations".

Not qualified

The appointment of Ms. Quynh Anh to the position of Deputy Head of Department, Head of Department of Housing Management and Real Estate Market is clarified as follows:

On April 18, 2014, the Director of the Department of Construction issued Decision No. 1634/QD-SXD appointing Ms. Quynh Anh to the position of Deputy Head of Department.

Next, on November 7, 2014, the Director of the Department of Construction continued to issue Decision No. 6216/QD-SXD appointing Ms. Quynh Anh to the position of Head of the Department of Housing Management and Real Estate Market.

The inspection and examination process showed that the Director of the Department of Construction appointed Ms. Quynh Anh to the position of Deputy Head of Department, then Head of Department whennot meeting the standards: "Working time in the field you are in charge of in terms of professional expertise is at least 3 years or more"; "have a degree in political theory at intermediate level or higher"; "have attended a training course on state management skills" isnot in accordance with regulationsat item c, clause 2, article 4, decision no. 1138/2002/QD-UB dated April 16, 2002 of the Provincial People's Committee promulgating the Regulation on appointment of civil servants and leaders.

Strictly handle individuals and groups that do wrong.

The notice stated that on September 20, 2016, Ms. Quynh Anh submitted a letter to the Director of the Department of Construction requesting voluntary resignation. Then, on September 23, 2016, the Director of the Department of Construction issued Decision No. 5406/QD-SXD to terminate Ms. Quynh Anh's employment.

Regarding the planning of the leadership position of the Department of Construction for Ms. Quynh Anh in the period of 2015-2020, the steps were carried out according to regulations, meeting the female and young structure of the Department of Construction, according to the general requirements in the work of planning cadres of sectors and localities in the province.

By March 2017, together with the departments at all levels in the province, the Department reviewed and supplemented the planning of leadership positions for the period 2015-2020, reported to the Provincial Party Committee's Organization Committee, in which Ms. Tran Vu Quynh Anh was no longer in the planning.

However, the planning of adding Ms. Tran Vu Quynh Anh to the position of Deputy Director of the Department of Construction for the period 2015-2020 in 2014 had many shortcomings. Among them, the Department's leadership did not seriously conduct a comprehensive assessment of the staff before including them in the planning, creating negative public opinion.

The Provincial Party Committee's Organizing Committee is responsible for not doing a good job in assessing Ms. Quynh Anh's personnel.

Regarding the responsibility of the collective and individuals in appointing leading civil servants at the Department of Construction from 2010 to 2015, it is under the direct responsibility of the Director of the Department of Construction from October 11, 2010 to December 7, 2015.

The failure to report to the Department of Home Affairs and not to publicize Ms. Quynh Anh's resignation from September 23, 2016 is the responsibility of the current Director of the Department of Construction.

The Department of Home Affairs is partly responsible for failing to conduct inspections and checks to promptly detect shortcomings and violations occurring at the Department of Construction.

Based on the above violations, on March 29, 2017, the Provincial Party Standing Committee issued Official Dispatch No. 476-CV/TU assigning the Provincial Party Inspection Committee to conduct an inspection when there are signs of violations against the collective and individuals of the leaders and officers of the Department of Construction according to the conclusion of the Provincial Inspectorate.

On that basis, we will recommend strict disciplinary measures in accordance with Party regulations and State laws.

Sending Ms. Tran Vu Quynh Anh to study advanced political theory: the process of reviewing and sending Ms. Tran Vu Quynh Anh to study advanced political theory: The Provincial Party Committee's Organizing Committee has the responsibility of not comprehensively reviewing Ms. Tran Vu Quynh Anh's profile, especially her work history, but only focusing on the conditions and criteria for reviewing and sending her to study advanced political theory according to regulations.

Not enough basis to verify assets

Regarding the verification of assets of Ms. Tran Vu Quynh Anh: Ms. Quynh Anh has not been found to have any corrupt behavior. At the time of the inspection, Ms. Quynh Anh was no longer a cadre or civil servant, so there was not enough basis to check and verify Ms. Quynh Anh's assets.

During the process of declaring party membership history, party membership form and annual party membership supplement form, Ms. Quynh Anh, in addition to violating the regulations on dishonest declaration of personal history and background, also violated the regulation of not "declaring the economic situation of herself and her family".

These violations will be inspected when there are signs of violations against the Party Committee of the Department of Construction and Ms. Quynh Anh personally. The Provincial Party Committee's Inspection Committee will promptly clarify and handle responsibilities according to the Party Charter and other regulations of the Central Committee.

According to Mr. Ngo Hoang Ky, Chief of Office of the Provincial People's Committee, before the press began to report the incident on March 6, on February 17, 2017, the Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organizing Committee to inspect and clarify the matter with a serious, objective, honest spirit and strict compliance with legal regulations.

After having all the conclusions, many opinions said that Thanh Hoa province needs to assign the competent authorities to base on the regulations of the Party and the State to strictly handle the violating organizations and individuals to maintain discipline and regain the trust of the masses.
