Thanh Hoa: Irregularities in the rapid appointment of Ms. Quynh Anh have been announced.

This morning, the Office of the People's Committee of Thanh Hoa province announced the results of an inspection into the appointment of leading officials under the authority of the Department of Construction from 2010 to 2015. Specifically, it concerns the case of Ms. Tran Vu Quynh Anh (born in 1986), who was rapidly appointed as Head of the Housing Management and Real Estate Market Department.

Regarding Ms. Quynh Anh's rapid rise in her career, the Inspection Report signed by the Chief of the Thanh Hoa Provincial People's Committee Office, Ngo Hoang Ky, clarifies the following:

On May 7, 2013, the Chairman of the People's Committee of Thanh Hoa province issued Decision 1469/QD-UBND approving the results of the 2012-2013 civil servant recruitment examination for specialist positions, which included the list of successful candidates for Ms. Tran Vu Quynh Anh.

On September 13, 2013, the Chairman of the Provincial People's Committee issued Decision No. 3212/QD-UBND approving the results of the recruitment of civil servants in the specialist category for the years 2012-2013, in which Ms. Quynh Anh was selected as a civil servant at the Department of Construction.

On September 27, 2013, the Director of the Department of Construction issued Decision No. 2991/QD-SXD to recruit Ms. Quynh Anh as a civil servant, working in the Housing Management and Real Estate Market Department, effective from September 30, 2013.

According to the inspection results, the recruitment of Ms. Quynh Anh into the civil service was "in accordance with regulations".

Not qualified

The appointment of Ms. Quynh Anh to the positions of Deputy Head and Head of the Housing and Real Estate Market Management Department is clarified as follows:

On April 18, 2014, the Director of the Department of Construction issued Decision No. 1634/QD-SXD appointing Ms. Quynh Anh to the position of Deputy Head of Department.

Next, on November 7, 2014, the Director of the Department of Construction issued Decision No. 6216/QD-SXD appointing Ms. Quynh Anh to the position of Head of the Housing and Real Estate Market Management Department.

The inspection process revealed that the Director of the Department of Construction appointed Ms. Quynh Anh to the positions of Deputy Head and then Head of Department when...Not yet meeting the standards: “at least 3 years of work experience in the field of professional expertise”; “at least an intermediate level of political theory”; “having completed a training course on state management” arenot in accordance with regulationsClause c, paragraph 2, Article 4 of Decision No. 1138/2002/QD-UB dated April 16, 2002, issued by the Provincial People's Committee, promulgating the Regulations on the Appointment of Leading Civil Servants and Public Employees.

Take strict action against individuals and groups who commit wrongdoing.

The announcement stated that on September 20, 2016, Ms. Quynh Anh submitted a letter to the Director of the Department of Construction requesting voluntary resignation. Subsequently, on September 23, 2016, the Director of the Department of Construction issued Decision No. 5406/QD-SXD terminating Ms. Quynh Anh's employment.

Regarding the planning of the leadership position of Ms. Quynh Anh at the Department of Construction for the period 2015-2020, the process was carried out in accordance with regulations, meeting the requirements for female and young personnel within the Department of Construction, and in line with the general requirements for personnel planning in various sectors and localities in the province.

By March 2017, together with other departments and levels in the province, the Department had reviewed and supplemented the planning of leadership positions for the 2015-2020 period, and reported to the Provincial Party Committee's Organization Department, in which Ms. Tran Vu Quynh Anh was no longer included in the plan.

However, the inclusion of Ms. Tran Vu Quynh Anh in the planning for the position of Deputy Director of the Department of Construction for the 2015-2020 term in 2014 had many shortcomings. These included the fact that the Department's leadership did not seriously conduct a comprehensive evaluation of the staff before including them in the planning, creating negative public opinion.

The Provincial Party Committee's Organization Department is responsible for not properly conducting the personnel vetting process for Ms. Quỳnh Anh.

Regarding the collective and individual responsibilities in the appointment of leading officials at the Department of Construction from 2010 to 2015, the direct responsibility lies with the Director of the Department of Construction during the period from October 11, 2010 to December 7, 2015.

The failure to report to the Department of Internal Affairs and the lack of public disclosure of Ms. Quynh Anh's resignation effective September 23, 2016, is the responsibility of the current Director of the Department of Construction.

The Department of Internal Affairs bears some responsibility for failing to conduct inspections and audits to promptly detect shortcomings and violations occurring at the Department of Construction.

Based on the aforementioned violations, on March 29, 2017, the Standing Committee of the Provincial Party Committee issued document No. 476-CV/TU assigning the Provincial Party Committee's Inspection Committee to conduct an investigation into suspected violations by the collective and individual leaders and officials of the Department of Construction, in accordance with the conclusions of the Provincial Inspectorate.

Based on that, we will recommend strict disciplinary measures, in accordance with the regulations of the Party and the laws of the State.

Regarding the selection of Ms. Tran Vu Quynh Anh to attend advanced political theory training: the Provincial Party Committee's Organization Department was responsible for not comprehensively reviewing Ms. Tran Vu Quynh Anh's dossier, especially her work history, but only focusing on the conditions and standards for selection to attend advanced political theory training as stipulated.

There is insufficient basis to verify the assets.

Regarding the verification of assets belonging to Ms. Tran Vu Quynh Anh: no evidence of corruption has been found against her. At the time of the inspection, Ms. Quynh Anh was no longer a civil servant, therefore there was insufficient basis to inspect and verify her assets.

During the process of filling out party membership forms, party membership cards, and annual supplementary party membership forms, Ms. Quynh Anh not only violated regulations regarding the truthful declaration of her personal history and background, but also violated the regulation of not "declaring her own and her family's economic circumstances."

Regarding these violations, and following an investigation into suspected violations by the Party Committee of the Department of Construction and Ms. Quynh Anh personally, the Provincial Party Committee's Inspection Commission will promptly clarify the matter and handle the responsibilities in accordance with the Party Charter and other regulations of the Central Committee.

According to Mr. Ngo Hoang Ky, Chief of the Provincial People's Committee Office, before the press began reporting on the incident on March 6th, on February 17th, 2017, the Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organization Department to investigate and clarify the matter in a serious, objective, honest manner and strictly in compliance with the law.

Following the conclusion of the investigation, many opinions suggest that Thanh Hoa province should instruct relevant agencies to strictly handle organizations and individuals who have committed violations, based on the regulations of the Party and the State, in order to maintain discipline and order and restore public trust.
