Establishing a working group to resolve backlog in site clearance for the North-South Expressway project through Nghe An

89.7% of land has been cleared
Up to this point, regarding site clearance, resettlement, relocation of technical infrastructure... and other works related to the North-South Expressway Project in the East phase 2017-2020, the section through Nghe An province, regarding excerpts and measurements, 87.84/87.84 km have been approved, reaching 100%.
Approved 2,064.53 billion VND, reaching 100% of allocated capital (Nghi Son - Dien Chau section: 970.69 billion; Dien Chau - Bai Vot section: 1,093.83 billion).
Regarding allocated capital and disbursement: Cumulative allocated capital plan: VND 1,948.45 billion (capital 2020: VND 1,251.95 billion). Cumulative disbursed plan: VND 1,784.02 billion, reaching 91.2%. Cumulative disbursed capital plan in 2020: VND 1,087.53/VND 1,251.95 billion, reaching 86.9%.
About 78.81/87.84 km have been cleared, reaching 89.7%. (Nghi Son - Dien Chau section: 38.83 km; Dien Chau - Bai Vot section: 39.08 km). Of which: Agricultural land: 77.45/79.31 km, reaching 97.6% (1.86 km remaining); Residential land, garden land: 1.36/3.47 km, reaching 39.2% (2.11 km remaining); Residential land to be resettled (5.06 km): Not yet.

Regarding resettlement (30 locations/606 households, of which, 3 locations are mixed: Dien Doai Commune 2 locations, Hung Chau Commune 1 location: 27 locations must build infrastructure), of which: Construction is underway for 26/27 locations (Hoang Mai Town 2 locations; Quynh Luu 3 locations; Yen Thanh 1 location; Dien Chau 6 locations; Nghi Loc 2 locations; Hung Nguyen 12 locations), the remaining location has not been constructed (Dien Chau 1 location (Dien Doai Commune) has selected a contractor for construction, but has not been able to obtain land clearance because households do not agree, and is implementing the process of forced land acquisition.
Currently, 3/26 areas have been completed (Quynh Luu district), 11/27 areas have been drawn for plots but land has not been allocated to households (Dien Chau 3/7 areas, Yen Thanh 1/1 area, Nghi Loc 1/2 areas, Hung Nguyen 7/12 areas); the remaining areas have not been drawn for plots.
The number of graves to be relocated is about 662, 217 have been relocated, 445 have not been relocated...
Speed up disbursement in 2020

Speaking at the meeting, Deputy Minister Nguyen Nhat said that the disbursement progress up to this point has only reached 86%, which is slow. Therefore, localities must pay special attention and speed up the disbursement in 2020. Regarding site clearance, it has reached nearly 90%, the remaining amount is not much, however, these are complicated issues, so the province needs to establish a "hot" handling team to thoroughly resolve them, not to let them linger for a long time.
The Deputy Minister also noted that Project Management Board 6 should coordinate with local authorities to re-check the location of the markers after site clearance, to prevent re-encroachment, especially the Dien Chau - Bai Vot section. He requested that districts and Project Management Board 6 sign contracts to use existing local roads to transport construction materials. After completing the project, the roads must be repaired and restored to their original condition, so as not to affect the daily lives of local people.

Based on the guidance of the Deputy Minister, opinions of localities, departments and branches, in his concluding remarks at the working session, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee assigned localities to speed up the implementation progress, especially Yen Thanh district. Accordingly, the province will establish a working group to coordinate in resolving the backlog in localities.
Districts must implementdisbursement100% guaranteed. In resettlement areas, localities determine the land of departure and destination, organize lotteries; propagate to people about the relocation of graves, and at the same time pay attention to cemetery resettlement. Regarding the problems and difficulties in localities, departments and branches, it is necessary to review and present them to the Steering Committee for timely resolution, not to let them arise further.
