(Baonghean.vn) - Voters in Yen Thanh district reported that many households encroached on the canal banks and canal beds in Vach Bac, greatly affecting the water flow and irrigation of the people, and the flood prevention project in Vach Bac was slow to construct.

The relevant authorities responded to this issue as follows:

The Vach Bac irrigation canal, the section through Yen Thanh district, was built in 1976 and put into operation in 1980. From 1993 to 1995, the People's Committee of Do Thanh commune allocated land for production and business purposes to 168 households, with a road length of 1,762 m. The land allocated was the roof of the Vach Bac canal, but the depth of the plot was not specified. Although the land was allocated for production and business purposes, the People's Committee of the commune allocated a large area, with some households having up to 34 m of road length, without specifying a term of use, the household owner had the right to inherit and transfer, and the People's Committee of the commune only collected money once.

Since the land was allocated, citizens have not had to bear any financial obligations regarding the land, so the transfer of communal land has not been updated in a timely manner. After being allocated the land, some households have arbitrarily leveled the ground and built solid houses on the Vach Bac canal, causing discontent among the people and complicating the situation in the area.

In 2012, the District People's Committee conducted an inspection and issued Conclusion No. 268/KL-UBND dated July 25, 2012 on state management in the fields of land, basic construction, complaints, denunciations and implementation of obligations of cadres and civil servants in Do Thanh commune. The Provincial People's Committee, District People's Committee, and Commune People's Committee have also held meetings many times to resolve the above issues, however, the effectiveness of the resolution is not high, not meeting the requirements set out.

Through review, currently, 168 plots of land previously assigned by the commune have now been arbitrarily divided into 196 plots, in addition, there is 01 plot that the hamlet arbitrarily leased land, 01 plot with only a lease application and a note from the former Party Secretary, 04 plots that the focal enterprise under the Bac Nghe An Irrigation Company leased now arbitrarily divided into 08 plots and a number of other plots of land have unclear records. Regarding the current status of land use, out of 208 cases, 45 cases have not been built, 157 cases have built solid houses, 06 cases have built warehouses.

The District People's Committee has established a Steering Committee to handle arising issues in Do Thanh commune, Yen Thanh district. Up to now, it has proposed a number of solutions for implementation, such as assigning the Do Thanh commune People's Committee to organize the signing of commitments to each individual household with the following content: The number of houses that have been built must remain in their current state, must not be expanded or upgraded illegally. If there is any damage or deterioration that needs to be repaired, the Commune People's Committee must be reported to allow repairs on the condition that the structure and scale of construction are not changed compared to the original.

For households with undeveloped land, they are not allowed to build new ones and wait for the policies of the authorities and sectors in handling this issue; For households with land allocation papers from the Commune People's Committee but the origin of the papers is unclear, they are required to submit them to the Commune People's Committee for appraisal; Make a record of administrative violations for households that intentionally violate; Assign specific responsibilities to each department, office, and sector...

However, households in this area still deliberately resist and show signs of continuing to increase encroachment and illegal construction on Vach Bac canal, Do Thanh commune, Yen Thanh district, destabilizing the security and order situation in the area.

The Provincial People's Committee issued Official Dispatch No. 5051/UBND.BTD dated July 7, 2017, assigning the Provincial Inspectorate to establish an interdisciplinary inspection team to inspect the management, use of land, and illegal construction on the Vach Bac irrigation canal (section through Do Thanh commune, Yen Thanh district). Currently, Nghe An Provincial Inspectorate has established an interdisciplinary inspection team (Decision No. 212/QD-TTR dated July 12, 2017).

When the Provincial Inspector has a report on specific inspection results, the Provincial People's Committee will consider and direct handling according to the provisions of law./.
