Establishment of the Council for awarding the titles of 'People's Artisan' and 'Meritorious Artisan' in the handicraft industry
The Prime Minister has issued Decision No. 925/QD-TTg to establish a State-level Council to consider awarding the titles of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts in 2016.
According to the Decision, the Council for considering and awarding the titles of “People’s Artisan” and “Excellent Artisan” in the handicraft profession consists of 11 members, with Minister of Industry and Trade – Tran Tuan Anh as Chairman of the Council; 2 Vice Chairmen of the Council including: Deputy Head of the Central Emulation and Reward Committee – Vuong Van Dinh and Deputy Minister of Industry and Trade – Hoang Quoc Vuong.

The Council members include: Vice President of the Vietnam General Confederation of Labor – Mai Duc Chinh; Deputy Minister of Culture, Sports and Tourism – Dang Thi Bich Lien; Deputy Minister of Agriculture and Rural Development – Tran Thanh Nam; Deputy Director of the Center for Research and Promotion of Heritage Values, Vietnam Cultural Heritage Association – Nguyen Van Huy; Former Principal of the University of Industrial Fine Arts – Nguyen Van Dinh; Deputy Director of the Vietnam Museum of Ethnology – Nguyen Duy Thieu; Chairman of the Vietnam Craft Villages Association – Luu Duy Dan; Mr. Tran Lam Bien works at the Vietnam Cultural Heritage Magazine.
The State Council for considering and awarding the titles of "People's Artisan" and "Excellent Artisan" in the field of handicrafts in 2016 has the task of assisting the Prime Minister in reviewing and selecting qualified individuals to submit to the President for awarding the above titles.

Based on the conclusions and recommendations of the Ministerial Council, the Council shall discuss and vote by secret ballot on each nominated individual, make a list of individuals nominated for the title of "People's Artisan" or "Meritorious Artisan" and post the selection results on the Government's electronic information portal and mass media within 15 working days from the date of the Council's title award results.
After synthesizing the results of the awarding of the titles "People's Artisan", "Meritorious Artisan" and receiving opinions from the mass media (if any), the Council sends the dossier to the Central Emulation and Reward Committee for appraisal, reports to the Prime Minister for consideration, and submits to the President.
The Ministry of Industry and Trade is the standing body of the Council. The Council has a Secretariat established by decision of the Minister of Industry and Trade.
