Establishment of a working group to implement investment in railway connecting with China and Laos
The working group researches, consults, recommends, and proposes directions, solutions, mechanisms, and policies to remove obstacles, mobilize resources, speed up progress, and successfully organize the implementation of railway routes connecting with China and Laos.
On September 18, Prime Minister Pham Minh Chinh signed a decision to establish a working group to deploy investment in railway routes connecting with China and Laos.
The Working Group for Investment in Railways Connecting with China and Laos is an interdisciplinary coordination organization that helps the Prime Minister research, direct, and coordinate the resolution of important, interdisciplinary tasks related to the implementation of planning and investment in railways connecting with China and Laos.
The Head of the Working Group is the Minister of Transport. The Deputy Heads of the Working Group include: Deputy Minister of Planning and Investment, Deputy Minister of Foreign Affairs, Deputy Minister of Transport.
The Working Group members include leaders of the Ministries of Finance, Construction, Science and Technology, Natural Resources and Environment, and representatives of the Ministries of Public Security, National Defense, and leaders of the State Capital Management Committee at Enterprises; Chairman of the Board of Members of Vietnam Railway Corporation.
The working group is responsible for assisting the Prime Minister in directing and urging ministries and branches to resolve important tasks related to the implementation of planning and investment in railway routes connecting with China and Laos.
The working group researches, consults, recommends, proposes directions, solutions, mechanisms, and policies to remove obstacles, mobilize resources, speed up progress, and successfully organize the implementation of railway routes connecting with China and Laos (priority investment in the Lao Cai - Hanoi - Hai Phong route, striving to start construction in 2025).
Carry out other specific tasks assigned by the Prime Minister related to the construction and investment of railway lines connecting with China and Laos.
The Head of the Working Group decides to consolidate the Working Group when there is a change in the members of the agencies; uses the seal of the ministry or agency where he/she works during the performance of assigned tasks.

Members of the Working Group work part-time and comply with the regulations on organization and operation of the Working Group.
