Establishment of the National Committee on e-Government

The Prime Minister has just signed Decision 1072/QD-TTg to establish the National Committee on e-Government on the basis of consolidating the National Committee on Information Technology Application. The Prime Minister is the Chairman of the Committee.

Deputy Prime Minister Vu Duc Dam is Vice Chairman of the Committee. The Standing Member and Secretary General of the Committee is the Minister and Head of the Government Office.

The members include: Minister of Public Security; Minister of Information and Communications; Minister of Finance; Minister of Planning and Investment; Minister of Education and Training; Minister of Science and Technology; Minister of Natural Resources and Environment; Deputy Minister of Home Affairs; Deputy Minister of Information and Communications; Head of the Government Cipher Committee; Chairman and General Director of the Military Industry-Telecoms Group; Chairman of the Board of Members of Vietnam Posts and Telecommunications Group; Chairman of the Board of Members of Vietnam Post Corporation; Chairman of the Board of Directors of FPT Joint Stock Company.

The Committee has the function and task of researching and proposing to the Government and the Prime Minister on policies, strategies, mechanisms and policies to create a legal environment to promote the construction and development of e-Government towards digital Government, digital economy and digital society; facilitating the implementation of the 4th Industrial Revolution in Vietnam.

In addition, it helps the Government and the Prime Minister direct ministries, branches and localities to implement the goals, tasks and solutions to build and develop e-Government towards digital government, digital economy and digital society; helps the Government and the Prime Minister coordinate, urge and inspect the implementation of inter-sectoral strategies, programs, mechanisms, policies, projects and solutions on building and developing e-Government.

At the same time, give opinions on strategies, programs, mechanisms, policies, projects related to the construction and development of e-Government and e-government under the Prime Minister's decision-making authority; summarize and evaluate the situation and results of the implementation of key tasks and solutions for the construction and development of e-Government; perform other tasks as required by the Government and Prime Minister.

Establish a Working Group to assist the Chairman of the Committee (Working Group) located at the Government Office, headed by the Minister, Head of the Government Office, and Secretary General of the Committee; Deputy Heads are the Minister of Information and Communications and the Director of the Department of Administrative Procedure Control, Government Office.

The working group includes representatives of Department-level leaders of the following ministries and agencies: Public Security, Education and Training, Planning and Investment, Science and Technology, Home Affairs, Finance, Natural Resources and Environment, Information and Communications, Justice, Government Office, Government Cipher Committee, leaders and experts of the Military Industry-Telecoms Group, Vietnam Posts and Telecommunications Group, Vietnam Post Corporation, FPT Corporation and a number of domestic and international experts on e-Government, Digital Government, Digital Economy, Digital Society. If necessary, the working group can mobilize domestic and foreign consultants to perform assigned tasks.

The Government Office acts as the permanent office of the Working Group. Members of the Committee and the Working Group work part-time.

Decision 1072/QD-TTg takes effect from August 28, 2018 and replaces Decision No. 109/QD-TTg dated January 15, 2014 of the Prime Minister establishing the National Committee on Information Technology Application and Decision No. 1075/QD-TTg dated June 17, 2016 of the Prime Minister amending and supplementing a number of articles in Decision No. 109/QD-TTg dated January 15, 2014 on establishing the National Committee on Information Technology Application.

Pursuant to this Decision, Ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally run cities shall establish Steering Committees for e-Government/e-administration development of Ministries, branches and localities on the basis of consolidating the Steering Committee for information technology application headed by the Minister, Head of the ministerial-level agency, Government agency, Chairman of the People's Committee of the province or centrally run city.
