Establish a National Committee on E-Government

The Prime Minister has just signed Decision 1072/QD-TTg establishing the National Committee on E-Government, based on the restructuring of the National Committee on Information Technology Application. The Prime Minister serves as the Chairman of the Committee.

Deputy Prime Minister Vu Duc Dam serves as Vice Chairman of the Committee. The Standing Member and Secretary General of the Committee is the Minister and Head of the Government Office.

The Commissioners include: the Minister of Public Security; the Minister of Information and Communications; the Minister of Finance; the Minister of Planning and Investment; the Minister of Education and Training; the Minister of Science and Technology; the Minister of Natural Resources and Environment; the Deputy Minister of Home Affairs; the Deputy Minister of Information and Communications; the Head of the Government Cipher Committee; the Chairman and CEO of the Military Industry and Telecommunications Group; the Chairman of the Board of Members of the Vietnam Post and Telecommunications Group; the Chairman of the Board of Members of the Vietnam Post Corporation; and the Chairman of the Board of Directors of FPT Corporation.

The Committee's function and nhiệm vụ is to research and propose to the Government and the Prime Minister policies, strategies, mechanisms, and legal frameworks to promote the development of e-government towards digital government, digital economy, and digital society; and to facilitate the implementation of the Fourth Industrial Revolution in Vietnam.

In addition, it assists the Government and the Prime Minister in directing ministries, sectors, and localities to implement the goals, tasks, and solutions for building and developing e-government towards a digital government, digital economy, and digital society; and assists the Government and the Prime Minister in coordinating, monitoring, and inspecting the implementation of inter-sectoral strategies, programs, mechanisms, policies, projects, and solutions related to the construction and development of e-government.

Simultaneously, it provides opinions on strategies, programs, mechanisms, policies, schemes, and projects related to the construction and development of e-government and e-administration under the authority of the Prime Minister; reviews and evaluates the situation and results of the implementation of key tasks and solutions for the construction and development of e-government; and performs other tasks as required by the Government and the Prime Minister.

A working group to assist the Chairman of the Committee (the Working Group) is established at the Government Office, headed by the Minister, Head of the Government Office, and Secretary General of the Committee; the Deputy Heads are the Minister of Information and Communications and the Director of the Administrative Procedure Control Department, Government Office.

The working group comprises representatives from the leadership of departments and agencies of the following ministries and agencies: Public Security, Education and Training, Planning and Investment, Science and Technology, Interior, Finance, Natural Resources and Environment, Information and Communications, Justice, the Government Office, the Government Cipher Committee, leaders and experts from the Military Industry and Telecommunications Group, Vietnam Post and Telecommunications Group, Vietnam Post Corporation, FPT Corporation, and a number of domestic and international experts on e-government, digital government, digital economy, and digital society. If necessary, the working group may mobilize domestic and foreign consultants to carry out its assigned tasks.

The Government Office serves as the permanent secretariat of the Task Force. Members of the Committee and the Task Force work on a part-time basis.

Decision 1072/QD-TTg takes effect from August 28, 2018 and replaces Decision No. 109/QD-TTg dated January 15, 2014 of the Prime Minister establishing the National Committee on Information Technology Application and Decision No. 1075/QD-TTg dated June 17, 2016 of the Prime Minister amending and supplementing a number of articles in Decision No. 109/QD-TTg dated January 15, 2014 on the establishment of the National Committee on Information Technology Application.

Based on this Decision, Ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-administered cities shall establish Steering Committees for building e-government/e-administration at the ministerial, sectoral, and local levels, based on the consolidation of the Steering Committees for Information Technology Application, chaired by the Minister, Head of the ministerial-level agency, head of the government agency, or Chairman of the People's Committee of the province or centrally-administered city.
