Binh was previously administratively punished by Kon Tum City Police for illegal drug use; local and family management measures were also applied for similar behavior.
According to the indictment, on December 15, 2018, Binh received a phone call from a man named Hai (residing in Buon Ma Thuot City, Dak Lak Province) with the content: "Will you go to Nghe An to get goods for me?".
Because he was short of money, Binh did not hesitate to ask again: "So how much will you pay?". The man named Hai promised to pay 25 million VND, so Binh agreed.
On December 16, 2018, while Le Quang Binh was at home, an unknown man came and gave Binh 5 million VND in advance. After receiving the money, Binh took a bus to Muong Xen, Ky Son, Nghe An.
On December 17, 2018, Binh arrived at the Km85 milestone, next to National Highway 16 (in Pha Danh commune, Ky Son district, Nghe An). Here, Binh received a bag of goods and walked to Muong Xen town. When he arrived at Son Thanh village, Ta Ca commune, he was caught red-handed by the authorities and 2 heroin cakes, weighing 696 grams, were seized.
The People's Court decided to sentence Le Quang Binh to life in prison for "Illegal transportation of drugs".
