Vinh City: Party cell participates in 'solving difficulties' in residential areas

(Baonghean) - In March 2007, the Vinh City Party Committee Standing Committee issued the Project 'Improving the capacity of hamlet party cells'. After 10 years of implementation, the quality of activities and the role of the grassroots political nucleus of the party cells have been promoted, making an important contribution to the implementation of local political tasks.

Leadership core at the grassroots level

Hung Dong Commune Party Committee has 553 party members, operating in 19 party cells. As a suburban commune of Vinh City, the majority of party members work in agricultural production and freelance work, so their economic life is not very prosperous... so the party cells face many difficulties in leading and directing the implementation of the hamlet's political tasks.

Comrade Nguyen Xuan Tho - Secretary of the Party Committee of Hung Dong commune said: "The Party Committee determined that in order to successfully complete the local political tasks, it must rely on the hamlet party cells. The Standing Committee of the Commune Party Committee has developed a plan with specific solutions to enhance the role of hamlet party cells in leading the movement, always paying attention to grasping the ideological situation of cadres, party members and people, especially in the work of building new rural areas, mobilizing people in the Dong Vinh landfill polluted area and the liberation campaigns in the area".

Accordingly, the Commune Party Committee has selected and trained a team of Party cell secretaries with sufficient leadership capacity and qualifications according to the requirements of innovation, and assigned specific tasks to each comrade in the Party Committee Standing Committee and the Commune Party Committee Executive Committee to strengthen the grassroots level; Party members who work at the Party Committee's Party cell must periodically return to the village party cell in their residential area to receive guidance and direction every month. Since then, the village party cells have gradually been consolidated and their leadership role has been enhanced; thereby helping Hung Dong promote its combined strength in building a commune that meets new rural standards and is a locality that does a good job of clearing land to serve key projects of Vinh City.

For example, implementing the Vinh - Hung Tay road project, the section passing through Trung Thuan hamlet, Hung Dong commune, has 58 households affected with 11,000m2 of land recovered for resettlement. During the process of site clearance, due to the difference in compensation prices between Quan Bau ward and Hung Dong commune (Quan Bau ward was separated from Hung Dong commune in 2005 for the same project, but the ward's support level is 400 million VND/sao while Hung Dong commune's support level is 170 million VND/sao of agricultural land).

Therefore, the people did not agree with that level of support. To get people to agree, the Trung Thuan hamlet Party Cell and mass organizations mobilized their members, and the production team mobilized the commune members. Many of the people's questions were analyzed and explained by the Party Cell in a reasonable manner, so the people in the hamlet happily accepted. The Secretary of the Trung Thuan block Party Cell, Mr. Thai Quang Hoa shared: "Party members in the Party Cell must promote the spirit of being exemplary and leading so that the whole country can follow.

When the Party cell secretary and Party members in the cell received compensation according to the State's regulations, people looked at what the cadres could do and thought they could do it too. Thanks to the propaganda and mobilization to help people understand the State's policy, within just 20 days, 58 households in Trung Thuan hamlet agreed to sign to receive compensation according to regulations so that the city could deploy the resettlement area in Trung Thuan hamlet. Trung Thuan hamlet is a typical hamlet that has done a good job of clearing the land for the Vinh - Hung Tay road project for people in other hamlets in the commune to follow.

In Block 10, Doi Cung Ward, the Party cell's leadership capacity is most clearly demonstrated in mobilizing people to build internal roads. In Alley 52, Nguyen Tiem Street, due to low-lying roads, poor drainage system, rainwater causing flooding into houses, the ward had to organize the evacuation of people in the alley. Faced with the above situation, after the ward's policy on investing in infrastructure construction in the area, the Party cell mobilized people to support according to the motto "State and people work together" to upgrade the main road in the block, creating a clean and beautiful landscape. The policy is closely linked to practical benefits, so it was enthusiastically responded by the people. In addition to the budget of more than 1 billion VND invested by the ward, the people of Alley 52, Nguyen Tiem Street contributed nearly 150 million VND to upgrade the main road in the alley.

Similarly, in the residential area of ​​lane 68 Nguyen Tiem street, there are 15 households with difficult economic conditions. Due to the investment and construction many years ago, the roads and drainage ditches are not synchronized, often causing flooding every rainy season. The width is only 1.5m, making it very difficult to travel. With the support of cement from the ward, the people contributed money and labor to build a road with a length of 230m and a width of 4m.

Or in residential group No. 4 on Nguyen Tiem Street, 25 households contributed nearly 80 million VND to expand and pave the road leading to the alley. Secretary of the Party Cell of Block 10, Mr. Tran Dinh Dien said: "The experience of the Party Committee of Block 10, Doi Cung Ward is to "focus on strengthening the hamlet executive committee, the front work committee and the mass organizations, creating solidarity and unity in mobilizing people to put the Party's policies and resolutions into life. In the meetings, the Party Committee always respects the principles of centralism and democracy, big and small issues related to people's lives are discussed by the Party Cell and solutions are sought, the resolution has been issued and has created consensus among the people".

Promoting the role of retired cadres

Vinh City Party Committee has 25 wards and communes with 369 block party cells with 16,067 party members. According to the assessment, after 10 years of implementing the Project, many party cells have promoted their leadership role in carrying out local political tasks. Typical examples include the leadership of the ornamental flower village model at Party Cell 4, Nghi Lien Commune, Party Cell Kim Chi, Kim Phuc, Nghi An Commune. Or the Party Cell My Hoa, Trung Tien in Hung Dong Commune mobilized people to donate thousands of square meters of land to build drainage ditches, or Party Cell Block 14, Ben Thuy Ward, Block 7, Ha Huy Tap Ward, Hamlet 10, Nghi Phu Commune, mobilized people to donate land to expand internal roads...

However, some Party cells are still confused and not proactive in leading the implementation of political tasks, their fighting spirit is still low, and they lack determination in some areas such as: site clearance, urban order, environmental sanitation, solving religious issues, etc. Sometimes, the Party cells do not promptly orient outside information, which partly affects the thinking of cadres and Party members in the Party cells. Especially, the content of Party cell activities has not been innovated, the form of activities is still monotonous, the organization of activities at the place of residence is not guaranteed according to regulations, and there is a fear of activities. The leadership capacity of the Party cell, especially the role of the secretaries in some Party cells is still limited; the management of Party members is not strict, especially Party members who work far away.

In addition, the inspection and supervision work in many Party cells is not regular and not serious, especially the inspection and supervision of Party members in implementing Party resolutions and checking Party members with signs of violations. Therefore, in the past 10 years, there are still 2 weak Party cells and 30 Party members in the Party cells of the block and hamlet who have been disciplined, including 1 Party cell secretary, 2 Deputy Party cell secretaries and 1 Party committee member.
