Vinh City (Nghe An) plans to coordinate with Nghi Xuan District (Ha Tinh) to establish a zoning plan for both sides of Lam River.
The establishment of the zoning plan for both sides of the Lam River aims to form a green landscape axis in the East of Vinh city, creating a breakthrough in exploiting the potential of the area on both sides of the river.

This content was announced by comrade Nguyen Van Lu - Standing Deputy Secretary of Vinh City Party Committee when presenting the content of the draft Action Program of the City Party Executive Committee to implement Resolution No. 16-NQ/TU of the Provincial Party Standing Committee on "Building and developing Vinh city to 2030, vision to 2045", at the Conference held on the morning of September 24.
According to the leader of Vinh City Party Committee, one of the main groups of tasks and solutions to implement Resolution No. 16-NQ/TU of the Provincial Party Committee Standing Committee is to effectively carry out planning, planning management, and develop green, civilized, and modern urban areas.
Accordingly, Vinh city will closely coordinate with the Department of Construction and relevant agencies and units in the work of establishing, appraising, approving and promulgating the Adjustment of the General Planning of Vinh city to 2050, ensuring compliance with the orientation of the Planning of Nghe An province for the period 2021-2030, vision to 2050 and related plans to improve the quality of planning and urban development management based on the principle of transparency and public participation.
Organize the concretization of the Adjustment of the General Planning of Vinh City after being approved by the Prime Minister. Pay attention to the general urban space designs, especially the architectural space in the expanded areas, new areas, and major roads to create a unique highlight for the city.
In particular, Vinh city plans to coordinate with Nghi Xuan district, Ha Tinh province to establish a zoning plan for both sides of the Lam river, forming a green landscape axis in the east of the city, creating a breakthrough in exploiting the potential of the area on both sides of the Lam river.
On the other hand, Vinh city will focus on planning, managing, exploiting underground space and increasing the height coefficient of the urban area (including residential buildings, offices and factories) in areas with the potential to be utilized to optimize space exploitation and reduce pressure on the existing surface.

On July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045, which determined: "Focus on investment and have outstanding policies and mechanisms to develop Vinh city into an economic and cultural center of the entire North Central region".
Nghe An has completed the Project to expand the administrative boundaries and urban space of Vinh city. The Prime Minister issued Decision No. 475/QD-TTg dated June 4, 2024 recognizing the expanded Vinh city as meeting the criteria of a class I urban area, including the entire administrative boundaries of the existing Vinh city, the existing Cua Lo town and 4 existing communes of Nghi Loc district (including the communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong) with a total area of 166.25 km2. The merger will be carried out in the coming time, after the National Assembly Standing Committee approves the Project.
On July 16, 2024, the Provincial Party Standing Committee issued Resolution No. 16-NQ/TU on "Building and developing Vinh city by 2030, with a vision to 2045". The goal by 2030 is that Vinh city will be a civilized and modern coastal city; the economy will develop rapidly and sustainably, the growth engine of the province, the center of the North Central region in the fields of education and training, culture, health, trade, tourism, logistics, science and technology, high-tech industry;...
By 2045, Vinh city will be a fast-growing, sustainable, civilized, modern smart city, one of the important development drivers and growth poles of the North Central region.
According to Decision No. 2082/QD-TTg dated November 21, 2011, the Prime Minister approved the "Construction planning of the Southern Nghe An - Northern Ha Tinh region to 2025".
This is a comprehensive economic zone that plays a driving role in the North Central region with key economic sectors developing in the two provinces of Nghe An and Ha Tinh, playing an important role in security and defense of the region and the country; is a hub for trade of goods and services of the North Central region, a gateway connecting to international markets in the region; is a region with many historical and cultural relics associated with national and international cultural celebrities, unique natural landscapes that need to be preserved, embellished and exploited to serve humanistic tourism and socio-economic development of the region; in which Vinh city and Nghi Xuan district are two localities in this planning.
Resolution No. 39-NQ/TW of the Politburo dated July 18, 2023 on the construction and development of Nghe An province to 2030, with a vision to 2045, emphasizes the solution of focusing on investment in developing the expanded Vinh city as the central urban area of Nghe An province and the North Central region, the driving force for economic growth of the province; at the same time, it is necessary to strengthen development linkages, including cooperation with Ha Tinh province in developing the South Nghe An - North Ha Tinh region, especially in services, tourism and urban development.
In Decision No. 1059/QD-TTg dated September 14, 2023 of the Prime Minister approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, the investment project to build Ben Thuy III bridge was implemented in Hung Hoa commune, Vinh city, connecting with Nghi Xuan district (Ha Tinh) across Lam river.
Currently, Vinh city and Nghi Xuan district (Ha Tinh) are connected across the Lam River by Ben Thuy I bridge; not to mention the nearby Ben Thuy II bridge connecting Hung Loi commune (Hung Nguyen district) to Nghi Xuan district. After Cua Lo town merges into Vinh city in 2024, Cua Hoi bridge will be the second bridge connecting Vinh city to Nghi Xuan (Ha Tinh).
