(Baonghean.vn) - Currently, Vinh city is implementing a number of important projects. At this time, the city's departments and branches are focusing on site clearance so that the project can be completed soon, creating conditions for urban renovation and expansion.

Road project not completed after 16 years

Le Ninh Street Upgrade and Expansion Project (Vinh city) was approved for investment by Nghe An Provincial People's Committee in 2002, implemented in 2006, the total investment of the project is 23.5 billion VND, with a construction scale of 2,957m long, starting point at Vinh Station gate, ending point intersecting with National Highway 1A, construction boundary of 41m, roadway of 21m. However, it has not been completed yet.

Because the road has not been completed, dozens of households in Quan Bau Ward 16 have had to live in cramped, dilapidated houses for years, unable to expand, because the residential land of these households is included in the above-mentioned project.

The later section of NamYangJu - Dasan Road is not yet fully open due to land acquisition problems.

This project is stuck and has been delayed for 16 years. Up to now, there are still many problems, for example: For 23 plots of land at Quan Banh intersection, households no longer have the original documents on land allocation or land allocation for business; cannot show how much area was allocated, how much money was paid...; Cannot determine the time of construction of the plot; Cannot determine the area of ​​land that households are using that was affected by the previous reclamation and expansion of Dang Thai Mai Street and National Highway 1A (no records are kept)... Therefore, the city has difficulty in paying compensation for site clearance.

To continue implementing the project, for the section from the Traffic Hospital to the 72m road (76 households), according to the city's report, the plan has been basically approved and the site has been handed over, while 3 new plots of land have been re-measured (households of Mr. Hai, Mr. Thang, and Ms. An); 2 households of Le Ngoc Hoang and Ms. Le Thi Ha are in the process of handing over additional land.

For the 3 plots of land with revised extracts and the plot of land of the Foreign Trade Bank of Nghe An (plot 503), partially recovered, no resettlement, the City People's Committee has approved specific land prices. Currently, the Land Fund Development Center is publicizing the compensation and support plan for site clearance. For Mr. Le Ngoc Hoang's household (plot 557, sheet 28), the City People's Committee issued a specific land price decision on April 7, 2022, arranging resettlement land plots.

In discussion with the City Land Fund Development Center, for Ms. Le Thi Ha's household, the City People's Committee issued a specific land price decision on April 7, 2022 for the additional land lot (land allocation with land use fee collection) planned to be interspersed on the spot: The Center invited Ms. Ha to agree on registering the land lot, however, Ms. Ha has not registered the land lot because she has not agreed with the on-site land allocation price, she said that the compensation price for land for her family at this location is 7,200,000 VND/m2 (2018), now land is allocated at 19,500,000 VND/m2(2022) is a disadvantage.

The Land Fund Development Center issued a written notice requesting Ms. Ha to register the land plot before May 10, 2022. If Ms. Ha does not register by the deadline, monetary compensation will be made according to the approved plan.

Currently, for other problematic plots and plot 501: The PTQD Center completes the plan for appraisal and approval before May 10, 2022.

There are 3 households that do not have residential land or houses in Quan Bau Ward, and will be eligible for 3 resettlement land plots: The PTQD Center is publicizing the compensation and support plan for land acquisition and clearance, expected to end on May 10, 2022.

For 23 plots of land at Quan Banh intersection, Quan Bau Ward People's Committee has collected documents and organized a public meeting to get public opinions on the area and origin of use; the Land Fund Development Center has completed the inventory of assets and structures on the land. It is known that Vinh City People's Committee is expected to hold a meeting to resolve the origin issue as soon as possible.

The Nguyen Sy Sach Street extension project is an important project, aiming to ensure a synchronous technical infrastructure system, forming an architectural landscape space axis for the Southeast area of ​​the city. Thereby creating a highlight, opening up opportunities to attract investment in large-scale projects, both ensuring effective exploitation of land funds and contributing to promoting socio-economic development for the city as well as the whole Nghe An province.

The route has a total length of nearly 6.5 km, stretching through the communes of Hung Loc, Hung Hoa and Hung Dung ward, Vinh city. The starting point of the route is Km0+00 (intersection with Nguyen Phong Sac street), the end point is Km6+327.04 (connecting with Lam riverside road). However, due to difficulties in site clearance, it has not been completed yet.

Regarding agricultural land, the land acquisition and clearance work has been basically completed. There are 3 plots in Hung Hoa commune that have been cleared and the contractor has started construction, but the households have requested compensation and support. The city assigned the People's Committee of Hung Hoa commune to confirm the origin and they are not eligible for compensation. Currently, the City People's Committee is asking for other support for the households before the asphalt paving.

To thoroughly resolve the problems, for the residential land (35 plots of land in Phong Quang hamlet), the property compensation plan has been approved; the specific land prices for the departure and destination locations have been approved. The Center has drafted a compensation and resettlement plan and submitted it for appraisal before May 30, 2022.

Regarding the resettlement area of ​​the route: For households that have not received money, the Land Fund Development Center continues to invite households to receive money before April 29, 2022. For the remaining 5 plots, the Land Fund Development Center will submit for appraisal before April 29, 2022, the Department of Natural Resources and Environment and the Department of Planning and Investment will appraise before May 10, 2022, and submit for approval before May 15, 2022.

For graves, the Land Fund Development Center will inventory before May 10, 2022, publicize the plan before May 22, 2022, the Departments of Natural Resources and Environment, Planning and Investment, and Management will appraise and submit for approval before June 30, 2022.

Regarding compensation and support for site clearance for land held in Hung Binh ward, Vinh city such as Hung Binh Kindergarten, Hung Binh Primary and Secondary School; the site has been handed over.Regarding the land of Battalion 682, the Provincial Land Fund Development Center has completed the documents and submitted them to the city departments for appraisal. For Binh Vinh Cooperative, up to now, the listing, notification and inventory of the current status have been organized, and a public disclosure plan is being developed. Specialized agencies have organized listing, notification, meetings with people and inventory of the current status for 65/70 affected households. Hung Binh Ward People's Committee has confirmed the land use origin of 69/70 households, Vinh City People's Committee has approved the land prices at the departure and destination locations. The Provincial Land Fund Development Center is drafting a compensation, support and resettlement plan for 65/70 households after having the departure and destination prices, and confirming the population of Hung Binh Ward Police to collect opinions from households according to regulations.

For 5/70 houses with special structures and part of the construction must be demolished, a team must be established to assess the current status as a basis for inventory and estimate of repair support according to regulations.

For the resettlement land serving the land acquisition and clearance of Ly Thuong Kiet street in Hung Phuc ward, Vinh city, Nghe An Provincial Land Fund Development Center, in coordination with Vinh Investment and Construction Project Management Board, made payment to Vinh City Green Park Joint Stock Company and carried out procedures for handing over the site according to regulations.
