Vinh City will merge some small-scale wards and communes.

According to a report from the Vinh City People's Committee, based on the number of staff assigned by the province, the city allocates, arranges, and recruits into administrative agencies and public service units according to the staffing level, and has not exceeded any year.The city focuses on attracting high-quality human resources to work, attracting 102 excellent students and excellent teachers in 3 years (2015 - 2017).
The recruitment of labor contracts in public service units is carried out quite seriously. The city has also paid attention to streamlining the payroll, with the number of streamlining in 3 years being 141 civil servants and public employees.
However, at the meeting, the issue that many members of the monitoring delegation were concerned about was the arrangement and deployment of civil servants and part-time workers at the commune and hamlet levels.

According to some delegates, currently in the block and hamlet, the team of non-professional activists is still very large, with nearly 4,000 people, synonymous with the allowances paid by the city being large; it is proposed that the city study to streamline this force.
In addition, the arrangement of non-professional staff in wards and communes is uneven, some communes only arrange 10-12 people, but some communes arrange 18-20 people. From the fact that some communes arrange a small number of non-professional staff, but local political tasks are still running smoothly, some members of the monitoring team said that the city needs to review to rearrange more reasonably and streamline this department. The city also needs to study to arrange and streamline the civil servant team.

Some opinions also mentioned the implementation of Resolution 6 of the Central Committee (term XII) of the city regarding the merger of some departments, offices and public service units with similar functions and tasks; the merger of wards, communes and blocks and hamlets that do not meet the standards in terms of area and population according to regulations...
Regarding the streamlining of staff, Mr. Le Sy Phuong - Head of the Department of Organization and Personnel under the Department of Home Affairs, raised concerns that according to the staff streamlining project approved by the Provincial People's Committee, by 2021, Vinh city must streamline 16 civil servants and 284 public employees; however, up to this point, the unit has only been able to streamline 1 civil servant and 140 public employees, while there are only 3 years left.
Explaining some issues of concern to the monitoring delegation, Chairman of the City People's Committee Nguyen Hoai An affirmed that the city is developing a project to implement Resolution 6 of the Central Committee (term XII), associated with orientations and roadmaps for merging some organizations and public service units.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien suggested that Vinh city pay attention to implementing Resolution 6 of the Central Committee (term XII), focusing on rearranging a number of departments, offices, and public service units, ensuring the requirements of both streamlining the apparatus and avoiding duplication, overlap, and omission of functions and tasks such as Radio and Television Station - Cultural and Sports Center - Viet Duc Children's House; or Land Fund Development Center - Land Use Rights Registration Office...
The Vice Chairman of the Provincial People's Council also requested Vinh city to review the functions and tasks of administrative agencies and public service units to supplement and develop coordination regulations to ensure good performance of each agency and unit's tasks. Focus on decentralization and clear assignment of tasks to civil servants at wards and communes; avoid the situation of missing tasks or pushing work to non-professional teams at commune, block and hamlet levels.
