Vinh City will 'handle' transferred officials who do not complete their tasks at the grassroots level.

(Baonghean) - To prepare the next generation of cadres, Vinh City has rotated cadres who are assessed to have capacity to the base for training and practice.

The viewpoint of the Vinh City Party Committee leaders is to rotate competent cadres to improve the quality of activities at the grassroots level. In return, the grassroots level also has responsibility and creates an environment to train cadres to help the city; the planning is not closed but "dynamic and open".

In October 2016, comrade Nguyen Hoang Minh - Head of the Department of Natural Resources and Environment, Vinh City People's Committee was transferred to work as Secretary of the Vinh Tan Ward Party Committee. Although he had worked as a department-level leader in the city, according to comrade Minh, compared to his previous work of advising and solving in-depth issues in the field of natural resources and environment, when returning to the grassroots level, he required a high-level leadership role, comprehensive leadership in all fields, and solving many problems.

“Coming here, I have had the opportunity to work in many new fields, especially in Party building. My leadership and management thinking has been comprehensively supplemented. The reality at the grassroots level also helps me to be close to the people, grasp their thoughts and aspirations, and the existing problems and limitations to resolve them within my authority and report to the City Party Committee and People's Committee. With such an environment, although I have not been in my new position for a year, I feel much more mature,” comrade Nguyen Hoang Minh shared.

In the role of head of the Party Committee, in addition to leading the implementation of the action program to implement the Resolution of the Party Congress of the ward and all levels for the 2015-2020 term, based on the practical issues arising at the grassroots level, comrade Nguyen Hoang Minh has given directions to solve the problems arising in a ward with a rapid urbanization rate like Vinh Tan.

That is in the field of construction investment with the focus on recovering outstanding land debt, exploiting land funds; coordinating with investors and residents of apartment buildings in the area to issue red books. In particular, during the merger process from Hung Nguyen to Vinh City, there are about 1,400 households in 4 blocks of the ward that have not been granted new land use right certificates.

This is a long-standing issue, so Secretary Nguyen Hoang Minh has directed ward officials and also requested additional officials from the Vinh City Land Use Registration Office to assist. “Our goal is to basically complete the issuance and replacement for the people in 2017,” said comrade Minh.

Similar is the case of comrade Nguyen Van Anh, who was transferred to take up the position of Secretary of Hung Phuc Ward from April 2016. Previously, he worked at the City Party Committee's Organization Board and the City Political Center, so he had experience in Party work. However, when he actually worked at the grassroots level, many problems arose.

With the view that only a strong political system can lead and direct the completion of set goals and targets, Secretary Nguyen Van Anh focuses a lot on planning, training and fostering cadres to send them to study, especially young cadres.

Along with that, comrade Anh also determined that at the grassroots level, the work is "multifaceted" so it is necessary to know how to direct closely and promptly. To do so, the leader himself must increase his visits to the grassroots to grasp information, orient public opinion, orient policies for cadres, party members and people; at the same time, through the information channels of the Fatherland Front and organizations, report to the Party Committee to grasp more.

“The requirement for ward officials is to increase their visits to the grassroots. Therefore, we ourselves must actively implement it first so that the officials can follow. If we cannot do it, then we do not say anything, but if we say it, we must do it,” Comrade Anh emphasized.

With the above solutions, many problems arising from local practices were listened to and implemented by the ward, such as the construction of Hung Phuc Primary School according to the people's recommendations because this locality does not have a public school system from kindergarten to junior high school.

There are issues that are legitimate according to the people's recommendations, such as clearing the remaining section of Kim Dong Street, but due to the city's budgetary difficulties, they cannot be implemented immediately. Ward officials also discussed and explained clearly so that the people could share with the Party Committee and government...

Implementing Resolution No. 02 of the Provincial Party Executive Committee on rotation and transfer of Party members, leaders and managers for the period 2016 - 2020 and based on local practices, the Vinh City Party Standing Committee has developed Plan No. 34 for implementation.

Accordingly, based on the list of planned members of the Standing Committee of the City Party Committee and members of the City Party Committee, the Standing Committee of the Vinh City Party Committee has made a list of comrades who are deputy heads of Party building committees, heads and deputy heads of mass organizations and departments of the City People's Committee to hold the positions of secretary and chairman of the People's Committees of wards and communes, including 13 comrades; made a list of comrades who are specialists of Party committees, mass organizations and departments of the City People's Committee to hold the positions of deputy party secretary and vice chairman of the People's Committees of wards and communes, including 11 comrades.

To implement this plan, many cadres have been transferred, especially Vinh city has transferred and mobilized for training 3 cadres who are heads and deputy heads of departments, offices and city units in the planning source to hold the position of ward and commune party committee secretaries.

Standing Deputy Secretary of Vinh City Party Committee Nguyen Van Lu said: “Basically, up to this moment, the cadres who were transferred for training have all affirmed their positions; as for how excellent they are, it depends on the person. If the cadres transferred to the grassroots do not meet the requirements and do not create a movement at the grassroots, the City Party Committee is ready to have a plan to withdraw them. A consistent viewpoint is that excellent cases will be assigned to higher positions.”

However, to effectively implement the above viewpoint, the issue of evaluating transferred cadres to the grassroots in a fair and objective manner is raised. Regarding this issue, comrade Nguyen Van Lu added: The criteria for evaluating transferred cadres are based on the annual evaluation of the government, departments, branches, Party building committees, the Fatherland Front Committee and mass organizations.

“What contributions did the transferred cadres make to that Party Committee during those three years? For example, did a Party Committee that was not strong and clean rise to a strong and clean one, or did it maintain its strong and clean status? Secondly, were there any problems in carrying out some political tasks in the area such as site clearance and urban management? Departments, offices, and branches evaluate through dozens of criteria boxes... so the results of classifying transferred cadres are guaranteed to be accurate,” Comrade Lu emphasized.
